1 WF3EREAS, there is a vacancy for Chief of the Saint Paul Fire Deparhnent and the City

4 WHEREAS, Douglas Holton has applied for the position of Chief of Saint Paul Fire
5 Deparlment;
7 WHEREAS, Douglas Holton is a twenty-five veteran of the Milwaukee, Wisconsin Fire
8 Depariment, serving in nearly every post in Milwaukee's fire service and administration,
9 including overseeing a seventy-five million dollar budget and capital purchases, the building of
10 several fire stations and working to increase the minimusn qualificafions for entry-level
11 firefighters and promotions within the department;

WIIEREAS, Douglas Holton's experiences also include insfituring recruitment reforms,
specifically targering the recruiknent of persons of co2or and women, undertaking an advisory
and guidance role in promotion and leadership in the Milwaukee Fire Department, and heading
up the Milwaukee Fire Cadet Program;
WHEREAS, Douglas Holton brings with him experience and knowledge of the emerging
treads in fire service that will allow the City of Saint Paui to be vigilant, creative, innovative, and
effective in meeting the needs of the city's community and will bring the department onto the
cutting edge of doing business in new ways, which is important given the new budget challenges
facing the city;

WHEREAS, pursuant to Saint Paui Adxninistrative Code, Chapter 12, Personnel, Sections
12.121 to 12123, which address the qualifications, examin;ng coxnxnittee, duties, procedures
and appoinhnent of a fire chief, the Mayor has appointed Aouglas Holton to the position of Chief
of the Saint Paul Fire Department and the consent of the City Council is required for the
appointment; now therefore, be it;
RESOLVED, that the City Council consents to appoint Douglas Holton as the Chief of
the Saint Paul Fire Deparhnent.
