WHEREAS, the City Architect has req,uested the City Council
to hold a public hearing to consider the advisability and necessity of the
correction or wrecking and removal of the single family dwelling at 486 Iglehart,
more particularly described as Except the west si.x feet , Lot 12, Block 21,
Mackubin and Marshall's addition to Saint Paul, because said building is
reported to constitute a hazardous structure, and
WHEREAS, it appears that the last known record owners of the
property Edward L. Howard., Vernon E. Howard and Norma M. Barkley, aka
Mrs. Reuben G. Barkley; therefore, be it
RFSOLVED, that a public hearing be held, by and before the
Council of the City of Saint Paul in the Council Chamber of the Court House
in said city at 10 a.m. on Tuesday, June 30, 1970 to consider the ad.visabi.lity
and necessity of ordering the correction or wrecking and removal of the structtitre
on the above d,escribed property because said structure is reported to constitute
a hazardous build,ing and a hazard to public health, safety and welfare; be it
FURTHER RESOLVED, that the City Architect, on behalf of the City
Council, noti.fy by mail the record owner of the property in question at the last
known add,ress, as well as other interested persons of record, of the date and.
time of the hearing.

Gentlemen:
The Building Department is hereby submitting its report on
the cond.ition of the property at 486 Iglehart Street, a single family
d.welling. The owners of record are Vernon E. Howard and Norma
Barkley. The legal description of the property is Except the west six
feet, Lot 12 Block 21, Mackubin and Marshall's addition to St. Paul.
The building in question has been vacant since June, 1967.
It is approximately 20 ft, wide 60 ft. long with a full basement.
The asbestos siding, roof , chimney and limestone foundation are in
need. of repair. All doors and wind,ow openings have been damaged, by
vandals. The first floor consists of three rooms and the second floor
contains three rooms and a bath. The floors walls and. ceilings of
both floors have been d.amaged by exposure, and the stairs were partially
destroyed by vandals. The electrical, plumbing and radiators have all
been destroyed or stolen. The rear ad,dition has pulled. away from the
main part of the building due either to settling or rotting of structural
members. The building was recently boarded up under city contract.
Inasmuch as the above conditions constitute a public hazard.,
it is the recommendation of this Bureau that this matter be referred to
the City Attorney's office for condemnation through District Court.
