THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. That Chapter 401 of the Legislative Code of the City of Saint Paul is hereby amended by deleting therefrom Section 401. 02 in its entirety and substituting in lieu and in place thereof the following : 401. 02. APPLICATION. Every person desiring" to obtain a license to act as auctioneer or to engage .in the business o� auctioneer in said City shall apply in writ- ing for the same to the Common Council of said City. In his application he shall designate the place in which he proposes to conduct his business and the particular line of business, if any, in which he pro- poses to engage , and state the length of time therein that he has been a resident of the State of Minnesota, and an auctioneer' s license will not be granted to any person who has not been a resident of the State of Minnesota for at least one year immediately preceding the making of the application for such license. All applications for licenses under this ch�ter shall first be referred to the Chief of Police for investigation and report by him upon character and respon- sibility of the applicant. Section 2. This ordinance ahall take effect and be in force thirty (30) days after its passage, approval and publication.
