WHEREAS, The Metropolitan Council , pursuant to Minnesota State Law,
is ac�nin�stering the inter-a�ency Transportation Planning Program, a summary
of the program being at�ached hereto and incorporated herein by reference; and
WHERFAS, The �tetropolitan Council, by its letter addressed to Richard A.
Schnarr, Chtef Engineer, dated April 28, 197�, and signed by Robert T. Jorvig,
Executtve Director, a copy of which is attached hereto, requests that the City
of Satnt Paul contribute the sum of $Z0,000.00 as the City's share of the
cost of the Planning Program; and
WHEREAS, The Council of the City of Saint Paul, by its Resolution C.F.
243919, approved May 15, 1970, stated its intent to cooperate with the�Metropolitan
Council in the area of transportatjon planning and that the extent of financial
pa�ticipation would be subject to further agreement when the work program is
established; and
WHEREAS, The Department of Public Works recomnends that the City agree
to contrtbute to the satd Transportation Planning Program to the extent of
the swn of $20,OQ0.�0; now therefore be 9t
RESOLVED, That the Council of �he City of Saint Paul does hereby agree
to contribute the sum of $20,000.00 to the Metropolitan Council for the inter-
agency Transportation P'�anning Program, and the proper C�ty officers are hereb�+
authorized and directed to pay the said sum of $20,000.00 to the Metrogolitan
Council upon reqcaest at any time between January 1, 1970 and December 31, 1970; and

o FURTHER RESOLVED, That the cost of the sa�id contribution be charged to the
M.S.A. Suspense Fund.

Dear Mr. Schnarr:
Attached is material pertaining to establishment of the inter-agency Transportation
Planning Program being administered by the Metropolitan Council. This program,
you will recall, was organized through formal�actions of the two central cities ,
the seven counties, and the metropolitan agencies . It has been contemplated
that funding would be on a negotiated basis, somewhat proportional to ability
to pay and benefits anticipated.
The 1970 work program with $791 ,400 budget has been adopted and is in progress.
Much of the necessaiy funding has been provided already through voluntary arrange-
ments or pledges as follows:
Minnesota Highway Department $ 400,000
Metropolitan Council 115,000
Metropolitan Transit Commission 25,000
Hennepin County 50,000
• Ramsey County 25,000
Anoka County " 7,5 00
Dakota County 7,500
Washington County 5,000 -

The Highway Department has contracted as of April 17 to furnish its share which .
' includes substantial federal funds. The Metropolitan Council share is in its

budget and is being spent. The Metropolitan Transit Commission has been
requested to pay its share which we believe will be forthcoming soon. Also,
the MTC has been asked to increas� its calendar 1970 share by providing for
additional funding in its fiscal 1971 budget which takes effect July 1 . We ,
believe the Commission will look favorably on this . Hennepin, Ramsey, and
Scott Counties have already sent in checks for their shares, and we have been
assured that most, if not all of the other counties, will do so soon.
The Transportation Planning Program is now entering a high cost phase and it
is necessary that we seek funds from the two central cities, the only major
participants not yet having financial commitments to the program. If between
them they could furnish $50,000 we believe the balance of the budget can be
funded from other sources.
Based on several conversations we have had with you, the following calendar 1970
participation seems reasonable:
Minneapolis $ 30�000
Saint Paul - $ 20,000
$ 50,000
We would appreciate your exploring the feasibility of assisting to this extent
and your making the necessary arrangements to do so, if possible.
