RESOLVED� That the proper city officers are hereby
authorized and directed to enter into and execute an agree-
ment between the City of Saint Paul and the Housing and
Redevelopment Authority of the City of Saint Paul, said
agreement pertaining to the Authority� s assisting the
City in its operation of the City' s recreational facili-
ties constructed at Oxford Playground, Roosevelt Homes ,
McDonough Homes , and El Rio Vista Park, consideration for
said services to be in the sum and amount of �32,960, all
as more fully set out in said agreement, copy of which is
attached hereto and made a part hereof by reference .

THIS AGREEMENT entered into th3s day of June, 1970, by
and between the
CITY OF SAINT PAUL, MINNESOTA,
. a municipal corporation, h ereinafter
referred to as the "City" and
HOUSING AND REDEVELOPMENT AUTHORITY -
OF THE CITY OF SAINT PAUL, MINNESOTA,
a public body cornorate and politic,
hereinafter xeferred to as the
� "Authority".
WITNESSETH:
WHEREAS, the City and the Authority have. caused recreatianal �
facilities to be constructed at Oxford Playground, Roosevelt Homes, McDonough
Homes and El Rio Vista Park with the financial assistance of the United States
of America; and �
WHEREAS, the 1970 City Budget did not provide funds for the
opening and operation of the aforesaid recreational facilities; and
WHEREAS, the Authority has received approval from the Department
of Housing and Urban Development to expend the svm of T`nirty-I`wo Thousand Nine
Hundred Sixty Dollars ($32,960.00) of Section 23, Leased Housing Budget,
for fiscal 1970-1971, in support of the operation of recreational �programs and �
services to families and elderly individuals living in Leased Housing; and
WHEREAS, the City desires to open the 197Q Budget in order to
make provision for the operation of the aforesaid recreational facilities, and
the Authority desires to make a contribution for this purpose.
NOW, THEREFORE, the parties do hereby mutually agree as follows:
1. The City agrees to take all necessary action to open the 1970
Cft}� Bu3get to grav?.de the necessary monies to onerate the recreational facilities
known as Oxford Playground, Roosevelt Homes, McDonough Homes and E1 Rio Vista
Park, and to make said facilities available to families and elderly persons
living in Leased Housing under the Section 23., Low Rent Public Housing Leasing
Program, and to other persons in the neighborhoods of said facilities.
2. The Authority agrees that in the event the City makes adequate •
provision for the operation of the aforesaid recreational facilities in the
calendar year 1970, to contribute the amount of Thirty-Two Thousand Nine Hundred
Sixty Dollars ($32,960.00) to assist in this purpose, payable one-half (1/2)

� on July 1, 1970 and the second half on October 1, 1970.
_ 3. The partfes agree that no person shall with regard to race, color,
sex, religion or national origin, be excluded from participation in, be denied
the benefits of, or be subject to discrimination in the use of the aforesaid
playground and recreational facilities.
