RESOLVED, That in accordance with the terms of City
Cour�cil Ordinance No. 14314, Council File No. 244930, approved
November 6, 1969, the Mayor does hereby appoint, and the Conneil
of the City of Saint Paul does hereby consent, Richard J. Tho�pe
to the position of Deputy Director of the Model Cities Program.

RE: Deputy Director, Model Cities Program
Dear Mayor Byrne:
This is to formally communicate to you that it is the recommendation
of the htodel Neighborhood Planninq Council - Summit-University Area
that Richard J. Thorpe be appointed Deputy Director of Nbdel Cities
Program - Summit-University Area.
This recommendation ot Mr. Thorpe for Deputy Director reflects a
report by the Chairman of the MNPC Personnai Committee. The MNPC
Executive Committ-e meeting on April 24 and May 8 discussed the matter
and agreed to make this recommendation to you. You will recall , Mr.
Thorpe was one of the three people recommended to you for this post
by MNPC in January of this year.
As we discussed when Rev. Joseph Pilate and I met with you, P�1r. Thorpe
has been on my staff as Administrative Assistant for three months.
During that time, the program has moved along well and he has worked
cooperatively and effectively with statf and citizens in many areas of
the program. In view of his qualifications and the favorable working
relationship, I hope that you will see fit to appoint Richard J . Thorpe
to this post.
