The Saint Paul Regional Water Services requested that Human Resources study the composite duties of a position
to determine the appropriate clas'sification within �e laboratory teahnician series. Our office determined that the
' position should be allocated to the new classification ritled Laboratory Technician II. This title will perform
intermediate level technician work in the Wat� Quality Laboratory at the Water Treatment Plant. The position will
be responsible for using standazdized laboratory techniques to collect, prepaze, process and analyze samples using
specialized testing and reseazch equipment. These duties support tlie water quality assessments required to ensure
quality water is produced based on federal and state guidelines.

We have completed our study of the Laboratory Technician I position held by James Dustin.
We have reviewed relevant job information, interviewed the incumbent and immediate
supervisor, and compazed the position with related classes and positions. This study indicates
that the position is working at the Laboratory Technician II level, a new ciassification at grade
31 of the AFSCME Technical bargaining unit. �
Should you choose to implement this action, you will need to initiate a requisition and send it
through the required process.
If you choose not to implement this, you can undertake other measures to keep the position at

Background
In 1997, laboratory technician positions for the Saint Paul Water Treatment Plant were studied
including the position currentiy under review. The current review has been requested by the
incumbent and is supported by Saint Paul Re�onal Water Services Administration. This position
is the only remaining laboratory technician position in the W ater Quality Laboratory of which there
are seven total positions. As part of the bacterio]ogy secrion of the laboratory, this pdsition has
assumed responsibilities previously performed by Laboratory .Aide, Laboratory Technician I and
Water Quality Specialist I positions. A Water Quality Specialist II position in the bacteriology
section provides professional direction in the field and the Water Quality Supervisor position
addresses broad, administrative issues for the studied position. This study will determine the
appropriate classification for the duties assigned to this position.

Job Description
This position is responsible for collecting and assessing microbiological samples obtained from
source waters, the treatment facility and the distribution system. Standardized physical, chemical

and biological tests are performed to ensure that U.S. Environmental Protecrion Agency and
Minnesota Health Department rules aze met. Typical duties performed by this position include:
1. Collects representative water samples from various water sources and processing points for
assessment.
2. Performs standardized tests involving established, standardized techniques.
3. Assists Water Quality Specialists and Supervisor with chemical, biological and
environmental processes. Assists with water quality research projects-
4. Coilects data for reporting purposes.
5. Assists and communicates with team efforts, citizen requests and extemal regulatory offices.
6. Supports the sanitary installation of water mains and repair of water mains.
7. Supports the disinfection process by determining the efficiency of treahnent processes.
8. Maintains quality control standards set by the laboratory, state and federa] authorities.
Upon comparison of the previous }ob profile, some of the current responsihilities were being
performed in 1997 but now require more independence and judgment. Previously, the position was
responsible for lab cleaning, coliecting basic samples, setting up test equipment, and perfornung
basic testing, sampling and data collection activities. In addition to these duties, this position
currently performs most standazdizad tests, assesses test results, aides in the analysis of testing
results, writes procedures for such functions as the microbiological laboratory and samp]ing
processes, represents the laboratory to citizens and at specified meetings, and problem solves test
results and complaints. Although the vast majority of responsibilities remain nonexempt, the level
and scope of responsibility have increased.
Comparison to Ciass Specifications
Laboratory Technician I
Positions under this title perform technical work in laboratories using standazdized laboratory
techniques to collect, prepaze, process and analyze samples. They utilize laboratory equipment and
maintain the equipment. These positions typically collect, document and preserve samples; prepaze
and maintain suppiies; collect and enter data; perform routine tests; assist with chemical and
microbiological analyses; assist with complaint resolution; and provide information to externai
offices. In comparison, the typical duties of this title generally match the categories of duries but not
thelevelofresponsibilityofthepositionunderreview. QESanalysissupportsdifferentfactorlevels
for the foilowing areas: Knowledge Required, Amount of Disctetion and Contacts, Personnel
Authority and Units Supervised.
Comparison to Other Positions
Health Laboratorv Technician II
Prior to 1996 there was a Health Laboratory Technician I tiUe as part of a Health Technician series.
It was determined that Public Health required positions that would perform more significant duties
that could be associated with the higher level Health Laboratory Technician II title. The Laboratory
Technician I title was associated with duties typically performed within the SPRWS laboratory.

Acrive ritles reflect those distinctions in the use of the respective titles. Currently, posirions in the
Health Laboratory Technician II title perform technical work in a health laboratory using
standardized techniques to prepaze, process and analyze specimens, and use and care for materials
and specialized equipment. These positions collect blood samples, perform testing, monitor
processes, collect data, maintain laboratory, supplies, prepare media, perform quality control work
and supervise staff. Many of the categories of duties compaze with those idenrified in the position
being reviewed. Most significant is the difference in supervisory authority assigned to Health
Laboratory Technician II. QES analysis also shows a difference in factor levels for Effect of
Actions, Menial Effort and Consequence of Error.
Water Laboratorv Aide
Positions in tlus classification perform routine entry level field and office laboratory work that
includes collecting samples,performingbasic laboratorytasks, calculatingresults and assisting other
laboratory staff. T'hese duties may be performed by, the studied position as the starting point to
perform more technical, intermediate level field and laboratory work. Once samples are collected
or laboratorytechniques are performed, an assessment ismade ofthe data, more invoived techniques
are performed or detailed documentation is handled. Water Laboratory Aide aze not expected to
perform duties at the level of responsibility associated with the position under review.
Water Qualit��ecialist I
As the first of three titles in this job series, positions under this title perfortn entry level professional
work in chemical, bacteriological and microbiological tests ofwater. These positions function with
some autonomy to perform the ongoing professional analysis and assessments required in water
treatment. Theyassistinreseazchprojects,applytheoryandprinciplestoqualitativeandquantitative
test processes, prepare reports and maintain records, analyze results and perform intricate testing
processes. Although duties are similaz to those of the studied position, the degree of analysis and
assessment associated with professional laboratory acrivities does not exist in the position in
question. QES comparison indicates a significant distinction in factors such as Know]edgeRequired,
Effect ofActions and Mental Effort whichreflect the difference in level and scope of responsibility.
Conclusion
No existing classificarion recognizes the assigned duties and level of responsibility associated with
the position under review. Therefore, this position should be assigned to a new classificarion.

The QES analysis supports assigaing the position to gade 31 of AFSCME Technicai, bargaining
unit 2.

It is recommended that the position be allocated to the new classification of Laboratory Technician
II and the classification should be upgraded to grade 31 upon notification of Saint Paul Regional
Water Services, notification of the AFSCME Technical union and City Council Approval.

MINIMUM QUALIFICATIONS
Completion of a Medical/Clinical Laboratory Technician program (usually a two yeaz program leading to an
Associate of Applied Science degree) or equivalent; or two yeazs of college chemistry, biology and /or
microbiology courses; or two years of experience in a water, clinical or public health laboratory or as a Laboratory
Technician I or equivalent. Must possess a valid Minnesota driver's license or equivalent out of state license with
no suspensions for driving related offenses or revocations within the two year period prior to the date of
appointment.
