03-471�RiCI��� Presented Referred To F'"� � � � Committee Date 1 WHEREAS, the LOCATE Task Force was convened in March 2002 under the auspices of the Ramsey CounTy Regional 2 Railroad Authority to recommend a site for a multi-modal transit station in downtown Saint Paul and ,specifically, if the 3 Union Depot should be that facility; and 4 WHEREAS, the Saint Paul City Council was invited to send a representative to serve on the Task Force, but no one was 5 ever designated; and 6 WIIEREAS, the LOCATE Task Force has recommended that the Union Depot be ranked first among possible locations 7 for a downtown multi-modal facility; and 8 WHEREAS, the Task Force is continuing to meet to gather and assess information relative to how the multi-modal 9 faciliTy and all the related transit modes would fit into the Union Depot, how the development might be phased in 10 conjunction with the introduction of the various iransit lines and what the financial implications of these recommendation 11 are; and 12 WIIEREAS, the Task Force is still interested in having representation from the City Council and the significant impact 13 that this regional facility will have on the city merits the Council's full involvement; 14 NOW, THEREFORE, BE IT RESOLVED, that the City Council designates a member of the Council Research staff as its 15 representative to the LOCATE Task Force; and 16 BE IT FINALLY RESOLVED that the Council requests that the designated staffperson provide written updates on the 17 Task Force work after each of its monthly meetings. The task force has been chazged with evaluating the Union Depot's suitability as a multi-modal transit station for downtown. Its chair, David Block, has been eager to have a representative of the City Council participate in the process to ensure effective communication. He will be at today's Council meeting to provide a brief update on their work. By this resolution, I am proposing that the Council designate a member of the Council Research staff as our representative.
