Dear Mrs. Butler:
This letter is written in regard to the nublic hearinq that is
to be held on Auqust 20. 1970 at 10:00 a.m. in the Council Chambers
of the City Hall an d Court House in St. Paul, on the petition of
Llewellyn M. Davis to rezone from an "A" Residence District to a
"C" Residence District the property described as follows: Lots 2,
3, 4 and 5, Block 3, except the north 101 feet thereof of Rogers
and Hendricks Acre Lots Number 2. The property is located on the
west side of Hazelwood Street between Maryland and E. Ivy Avenues.
It is our wish to have this letter put on record in opposition to

Residence District for the following reasons:
1) When we purchased our home, knowing that it was zoned an "A"
Residence District, we felt we had the protectio� of not being
swallowed up by apartment buildings, industry, e c.
2) Recent developments including the housing project and newly
constructed apartments have already had a telling effect on residential
land values in the area. As property owners and taxpayers directly
affected, we would like to express our strenuous opposition to
further developments of this type.
3) With the newly constructed apartment buildings that are in the
area now, we have already seen the cause of great congestion in the
area (traffic, parking problems, population) .
4) Schools in the area are overloaded now to the point that they
have needed to add many portables onto the schools such as Hazel Park
Jr. High School, etc.
5) This short-sightedness could well create a ghetto in our
residential area in a very few years.

on tlie carner o� Hazelzaood and �ast Maryland, 172 u�.its behind CtYase, and several
weeks ago a 96-unit project was se�rted across the streeC from the propb�ed

Paul is scheduled to hear the petition of Skyline Builders� Inc, to rezone land
on the West side of Fiazelwood Avenue betweer� Maryland Avenue and East Ivy Avenue
from "Class A Residential" to "Class C Residential" to permit the construction of
120-apartments rnn this laad the size of which is 03' X 30I.19' consisting of
121,379 eq.ft.; Skyline Builders� Inc. have agreed in addition to leave a bnffer
strip zoned "C1ass A Residential" on the north side of sub3ect property consisting
of 101' X 301.19' bet�reen sub�ect apartments and the residence� to the north. I e�m
enclosirtg a plat and draWing sh�ring sub�ect site. I wish to draW your attention
to the ad�oiaiag property to the south; namely� a large cemetery and the property
to the east vhich is nc�w apartments and city park property to the eas�t of that. If
we axe going to have auy nex apartments in Saint Pau1, this is a good place for them
and we certainly do need more of.- this type housing,
This 120-apartment complex ahould bring much needed additional tax money to the
City of Saint Paul of approximately $k00 tax �er unit per year or approximately
$50,000 each and every year which I am 'sure would be a welcome addition to the
City's tax revenue. I also wish to bring to.your attention that winter is approaching
and most of' the building trades already ha�re approximately 8� unemployment and
this prp3ect is scheduled to start immediately a,nd certainly would heip to alleviate
some of the unemployment problems Pacing ue today. �

petitian was sufficienti with the owners of 9 of a poss3.b�.e Z3 (69%) tracts having
signed the petition. The proper�y has a frontsge of 4G3 fee� along iiazel.wood
Street with a depth of 301.19 fe�t resulting in an area o£ 1?_1,379.57 square
feet. The sreaximum nr�mber of uni�s that could be constiructed is I21e Across
HazelwQOd Street to �he east is a large txacC th�t was recently rezoned to "C"
Residence. The rest of the i�aaediate a�ea is zoned "A" Residence. There �r�
over 400 multi-uniCs presently in the vicinity. The site is occupied by an
old singl�-family residence. The property is above the grade of H�sa,elwood

A. SUFFICIENCY: The Commissioner of Finance, in a letter dated 6/10/70, declared
the petition sufficient with the owners of 9 of a possible 13 (69%) tracts
having signed the petition.
B. HISTORY: None.
C. PROPOSED USE: Develop the site with apartment buildings.
D. FRONTAGE AND AREA: The property has a frontage of 403 feet along Hazelwood Street
with a depth of 301.19 feet resulting in an area of 121,379.57 square feet.
E. AREA ZONING: Across Hazelwood Street to the east is a large tract that was
recently rezoned to "C" Residence. The rest of the immediate area is zoned
"A" Residence.
F. COMPREHENSIVE PLAN: The recommendation of the Comprehensive Plan was R-3 for
the entire area before the recent rezoning.
G. SITE CONDITIONS: The site is occupied by an old single-family residence. The
property is above the grade of Hazelwood Street, rolling and wooded.
H. AREA CONDITIONS: Hazelwood Street was recently improved from Maryland Avenue north
to Ivy Avenue. New apartments have been constructed to the east. North and west
the area is developed with single-family residences. To the south is cemetery
property.

Dear Sir:
This is written in response to the petition of
Llewellyn M. Davis to rezone from "A" to "C" Residence
to construct an apartment building property located on
the west side of Hazelwood Street between East Ivy and
East Maryland Avenues. This property is further
described as:
Lots 2, 3, 4, and 5, Block 3,
except the north 101 feet
thereof, Rogers and Hendricks
Acre Lots Number 2.
This matter was considered at the July 16, 1970,
Board of Zoning meeting. The staff report noted that
this site of 2.8 acres has a frontage of 403 feet on
Hazelwood Street with a depth of over 300 feet.
Apartment totaling over 400 units exist or are under
construction in the area across Hazelwood Street and
a cemetery abuts to the south. The site is above street
grade, rolling and wooded, and is currently occupied by
an older single-family structure. Single-family uses
are to the north along East Ivy Avenue. Staff conclusions
noted that the property as platted does not lend itself
to single-family use but that a rezoning to a "C-1"
Residence District would provide for a more desirable
density. The staff also noted that an apparent
"gerrymandered" legal description excludes the northerly
101 feet of this property from the rezoning petition.
This area could provide a screen-planted buffer area if
the rezoning is granted, but should be assured by an
easement to the City.
Attorney for the developers, Mr. Terrance 0'Too1e,
stated that his clients would be agreeable, noting that
the 101 feet would provide a buffer between the apartments
and the houses on East Ivy Avenue. He presented a site
plan indicating 119 units and 128 parking spaces and
noted, in response to a question from the Board, that
"C-1" Residence density would not be practical because
of costs.

Seven neighborhood residents spoke in opposition to
the rezoning, noting the high number of existing area
apartments, poor maintenance, strain on comQnunity facilities,
destruction of natural green areas, inadequate off-street
parking, and increased traffic problems.
After some discussion by the Board, it was moved to
recommend approval of the petition because: 1) the rezoning
petition is legal; 2) traffic flow would be to East Maryland
Avenue; 3) Hazelwood Street is a wide street; 4) the site is
next to a cemetery; 5) the land does not lend itself to
single-family construction; 6) the best land use would be
for multiple-families; and 7) housing is a problem. The
motion was seconded and discussion by the Board followed
regarding the "buffer" area, the effect on community
facilities, the increased cost of City services for the
proposed development, and the possibility of amending the
petition to a "C-1" Residence District. Subsequently, the
motion for approval without amendment passed by a 3-2 vote.
