TNE COUNCiL OF TNE CITY OF SAINT PAUL DOES ORDAIN:
Section 1 . That Ordinance No. i3542, approved January 31 :
1967, is hereby amended by adding the following to Section 1 ,
thereof:
STREET FROM TO SIDE
W. Seventh St. Munster Ave. Leland St. Both
Section 2. This ordinance shall not be printed as part of the
Saint Paul l.egislative Code but shall be incorporated therein by
reference.
Section 3. This ordinance shatl take effect and be in force
thirty (30) days from and after its passage, approval and publica-
tion.

The attached ordinance calls for No Parking on both sides of W.
Seventh St, from Munster to Lteland which is between Homer and Montreal .
As indicated to you verbally, the Pulilic Service�Commission has ordered
the installation of a railroad signal at our request at the W. Seventh
St. Ford Spur crossing of the Milwaukee Road. In addition, they have
' ordered a center island and No Parking from approximately St. Paul Ave.
to E. Maynard Dr. , or a block on each side of the cro'ssing.
We feel it is highly desirable to extend the No Parking regulations
as per the ordinance to allow exclusive left turn lanes at atl intersec-
tion turning locations in this heavily traveled area of W. Seventh St.
As per our verbal discussion, I wi11 prepare a news release for the third
reading or pubTic hearing. •

Following a petition by the City of St. Paul the Public Service Com-
mission held hearings to review the need for additional railroad protec-
; tion devices at the crossing of W. Seventh St. and the Milwaukee Road
Ford Spur railroad crossing just west of the St. Paul Ave. intersection.
After a lengthy time period +nvoiving hearings and appeals, the Public
Service Commission recently ordered the installation of railroad signals
at W. Seventh along with a center island and No Parking regutations on
W. Seventh from approximately St. Paul Ave. to E. Maynard Drive.
it is extremely desirable to extend the parking regulations from
Munster just north of the Fort Snelling Bridge over the Mississippi River
to Leland which is between Homer and Montreat. The proposed parking regu-
lations woutd permit the installation of painted left turn slots at ail
critical left turning locations along with two through lanes in each di-
rection on this 54 ft. street as shown on Figure 1 attached. The require-
' ments of the Public Service Conmission order can be easily integrated into
the overall plan.

The basic facts on the street are:
Traffic volume - 16,000 vehicles per day.
' Accidents - 71 in tg6g - rate is 12.1
accidents per million vehi-
' cle miles.

categories of rear-end, head-on, side swipe, parked car and left turn ac-
cidents. It is also likely that�other categories will be reduced as well
because of improved sight distance and better overall operating conditions.
Notice from the above facts that existing parking is almost non-
' existent.
The City Traffic Committee unanimously recommended this improvement �
at their regular meeting on August 19, 1970. We would appreciate your

Gentlemen:
We are very much in favor of the proposed ordinance
prohibiting park:i.ng at all times � both sides of West Seventh
Street between Mimster Street and Leland Street.
We have approximately 500 employees located at our
plant just off Seventh, aloa�g with a great nunber of cust�ners
and suppliers traveling to and fram our plant daily. This
ordinance would greatly ease the flaw of traffic and do a great
deal to prevent traffic accidents.
We urge that this ordinance be passed after the
hearing being held today.

Gentlemen:
Flease be advised that Orfei and Sons , Inc . , as a property
owner and conducting our business at 1156 Homer Street ,
strongly ap�roves and urgently requests the proposed left
turn lanes to be installed on West Seventh Street for access
onto Homer Street .
Our reason for concern is that it is very hazardous to attempt
left turns onto Seventh or Homer, especially during the morning
and evening rush hours. A check of the accidents occurring .
at this location will bear out our personal observations of
many such occurrences at Homer Street and West Seventh Street.
You are aware , I am sure , that Homer Street is heavily travelled,
especially by trucks serving the Crosby Lake Industrial Fark
area.
