Dear Sir:
This is written in response to the petition of the
Housing and Redevelopment Authority to rezone from "B"
Residence and Commercial to "C" Residence for privately-
sponsored moderate-income housing facility property
located in the block bounded by Central Avenue on the
north, Kent Street on the east, St. Anthony Avenue on
the south, and Dale Street on the west, and noted in
detail by the legal description on file.
This matter was considered at the August 6, 1970,
Board of Zoning meeting. The staff reported that the
property consisting of about 109,700 square feet has
frontages on Central Avenue, Kent Street, and St. Anthony
Avenue along the north side of the I-94 freeway. The
property, if rezoned, is proposed as the major part of a
site for a 73-unit moderate-income apartment development.
The property is located within the Summit-University
Neighborhood Development Program area. The staff noted
that this proposed rezoning is in conformance with the
redevelopment plan approved by the City Council.
A letter was received from Mr. William B. Stewart,
Director, Model Neighborhood Planning Committee,
recommending approval of this rezoning but noting that
the matter would be before the total MNPC Council prior
to August 13, 1970.
Mr. Jim Hart, representing the petitioner, noted
that the proposed project has community support, would
be financed through an FHA loan, and would be owned by
a non-profit organization although not tax-exempt.

A. SUFFICIENCY: In a letter dated July 24, 1970, the Commissioner of Finance declared
the petition sufficient with the ownera of 18 of a possible 26 (69.23%) tracts
having signed the petition.
B. HISTORY: None for these properties. Four lots adjoining the subject property
located on the northwest corner of St. Anthony Avenue and Kent Street were rezoned
to "C" Residence on 8/8/64.
C. PROPOSED USE: This property and the adjoining four lots at the corner of St.
Anthony and Kent are to be developed as an FHA 236 moderate-income rental housing
site. The proposed development is for 73 units.
D. FRONTAGE AND AREA: The site to be rezoned has a frontage of 553 ' along Central
Avenue, 276.5' along St. Anthony Avenue, and an area of 109,701.38 square feet.
The entire housing site is 130,596.38 square feet.
E. AREA ZONING: The frontage along Dale Street is zoned Co�nercial; the block to the
east is zoned "C" Residence; and the area to the north is zoned "B" Residence.
F. PLANS: This proposal is in the Summit-University NDP area. The NDP area plan
proposed this site to be developed under NDP Residential II classification. This
classification limits development to 44 units per acre, the same limits established
for the existing "C" Residence clasaification. The NDP Proposed Zoning also showed
this area as "C" Residence.
G. SITE CONDITIONS: The site is occupied by one abandoned three-plex and a dilapidated
church structure. The site slopes down from the vicinity of Dale Street and
St. Anthony Avenue to Central Avenue and Kent Street.
H. AREA CONDITIONS: A filling station occupies the property on the northeast corner
of Dale Street and St. Anthony Avenue. To the north are mixed residential uses--
one structure abandoned and some in disrepair. East is a tot lot in a blocked-off
street and a hi-rise public housing for the elderly. South at a lower elevation
is Highway I-94.

Mr, Hart submitted a letter fram Willfam B. Stewart, Director of St. Paul
Model Cftiea, which indicated his recoimnendation for approval of this
rezoning; however, he noted that the entire Mode1 Neighborhood Planning
Council must give final �pproval which wfll be done at a snecial meeting
prior to the Council public hearing set for August 13, 1970. Mr. Hart
noted that the President aigned Loana for this type of federal project,
and the Housing �nd Redevelopment Au�hority hopes to obtain approval
immediately in order to obtafn funding for the pro�ect. He presented a
site plan and ak�tch of the proposal to the Baard; it will be low and
a4oderate-incaate housing. IC will be privately-owned and restricted only
�y in�o�e, which will be 35% higher than public housing. He �onxnented
that ttte density is well within "C" Residence zoning.
Upon a question by Mr. Gadler pertaining to noise disturbances from the
I-94 freeway, Mr. Lorenzo Do Will3.ams of the architect's firm noted that
the apartment buildings would f�ce the north side of the site, thus using
aatural topography for noise conCrol. Working drawings �or landscspiag
are drawn up for the site.
Mr. Ames suggested that if a motion is made for approval, it shauld be
contingent upon a favorable consideration from the rIodel Neighborhood
Plaaning Council. Mr. Aart replied that he doesn't feel it is necessary
to raceive that considera�ian before the Zoning Board makes its recoa�endation.
First plana for the project were presented to the City Council in 1969 and
before tlae Planning Bcaard LasC year. He noted that this action was prior
to the ordinance giving Model Cities a 30-day notification review period for
Zoaiag Board public hearin�s, The neighborhoad itself is not opposed to the
rezon3.ng, and City Cauncil has agreed to hol.d a publf.c hearir►g for this
metter on August I3, 1970.
Beverend W„ Morde�n Wf.L�.iams, 652 Aurora Avenae, said � special meeting cauld
be held by the Model Cities group for approvaZ before the Council date.
Mr. Ames noted that 3.f the City Council hasn't received the approval Letter
from Model Cities, they probablp would look unfavorably on this petition.
Mr. Mansur said that since Model Citie� was sEnt 10 days` notice, at least
they were aware of the petition.
Mr. Mansur moved for approv�l og the rezoniag so that it might be considered
by the City Council on Augast 13, 1970, Mr. Ames said the procedure ia for
minutes to be approved before a matter goes to Council. Prir. Mansur cou�nented
that in particular sf.tuations, Folicy rales ahould be wafved. The motion was
aeconded by Mr. Gauger, and carried unanimously.

In my com�nunication to you of July 24, 1970, respecting the Petition of the Housing and
Redevelopment Authority to rezone Lots 1 through 14 and 20 through 30, Block 11, Mackubin
and Marshall's Addition to "C" Residential, it was stated that Lot 14 was presently zoned
Camnercial. The Zoning Board reports that the Westerly 19.5 feet of Lot 13 also
presently has Camnercial zoning. To correct this oversight, the Housing and Bedevelopment
Authority renews its Petition to rezone Lots 1 through 14 and 20 through 26, Block 11,
Mackubin and Marshall's Addition to "C" Residential.
