TOPIC: Establishment of the Classified Position of Food Service Assistant 2 for
Independent School District No. 625 and Relevant Terms and Conditions of
Employment
A. PERTINENT FACTS:
The Food Service Department has a need to establish a job title to describe duties being
performed at small food service sites offering limited food options where a single employee is
responsibie for the operation of the site. A food service supervisor who works at another
location will supervise the positions at these smali sites. The duties pertormed are of more
complexity than the Food Service Assistant classification, but do not involve responsibility for
supervision as is typical for a Food Service Supervisor. Consequentiy, we are recommending
that a new title be established that fits the needs of these small food service sites.
2. This action will upgrade an employee currently classified as a Food Service Assistant. This
new title may be appropriate for other small sites in the future.
3. The Human Resource Department was asked to perform a job study and determine the proper
job title and bargaining unit for this work. The recommendation from that'study is to create a
new title, Food Service Assistant 2. This title would be within the unit jurisdiction of the
Minnesota Teamsters Public and Law Enforcement Employees Union, Local #320, unit that
� represents food service employees. The appropriate pay rate for this position would be per the
schedule listed below. This salary range will remain in place for this title until such time as a
successor agreement is reached to the 2001-2003 labor agreement for this unit. The benefits
associated with this position will be as provided for other positions within this unit. This position
is recommended to be a Civil Service classified position.

A. PERTINENT FACTS:
The Food Service Pepartment has a need to reformulate an existing position whose primary
responsibility is to develop and analyze food service operating reports to ensure effective food
service site operations. Previously this position was an Accounting Clerk 2. The revised duties
of this position require working knowledge of the food service industry and food service
operations. Consequently we are recommending that this new title be established to include
these new experience requirements and better describe the actual scope of duties performed.
2. A new person will not be hired to fiil this position. The current Accounting Clerk 2 incumbent has
been performing these duties and will be reallocated to the new title.
3. The Human Resource Department was asked to perform a job study and determine the proper
job title and bargaining unit for this work. The recommendation from that study is to create a
new title, Food Service Reporting Clerk. This title would be within the unit jurisdiction of the
� American Federation Of State, County, and Municipal Employees (AFSCME), District Council
No. 14, unit that represents clerical employees. The appropriate pay rate for this position would
be equivalent to Grade 26 within this Agreement. This salary range wiil remain in pface for this
title until such time as a successor agreement is reached to the 2002-2004 labor agreement for
this unit. The benefits associated with this position will be as provided for other positions within
this unit. This position is recommended to be a Civil Service classified position.

classification, but do not invoive responsibility for supervision as is typical for a Food Service

At its regular meeting on April 22, 2003, the Saint Paul Board of Education approved a
new classified title "Food Service Reporting Cierk." The pay rate for this new titie is
Grade 26 of the 2002-2004 labor agreement with the American Federation of Stat�
County, and Municipal Employees, Local 14.
While we believe the Board of Education has sole authority to create and approve new
titles, we are requesting that the City Council approve this new title, since it is a
classified title and subject to the City's Civil Service Rules.

TOPIC: Establishment of the Classified Position of Food Service Reporting Clerk for
Independent School District No. 625 and Relevant Terms and Conditions of
Employment
A. PERTINENT FACTS:
The Food Service Department has a need to reformulate an existing position whose primary
responsibility is to develop and analyze food service operating reports to ensure effective food
service site operations. Previously this position was an Accounting Clerk 2. The revised duties
of this position require working knowledge of the food service industry and iood service
operations. Consequently we are recommending that this new title be established to include
these new experience requirements and better describe the actual scope of duties pertormed.
2. A new person will not be hired to fiil this position. The current Accounting Clerk 2 incumbent has
been pertorming these duties and will be reallocated to the new title.
3. The Human Resource Department was asked to perform a job study and determine the proper
job title and bargaining unit for this work. The recommendation from that study is to create a
new title, Food Service Reporting Clerk. This title would be within the unit jurisdiction of the
� American Federation Of State, County, and Municipal Employees (AFSCME), District Council
No. 14, unit that represents clerical employees. The appropriate pay rate for this position would
be equivalent to Grade 26 within this Agreement. This salary range will remain in place for this
title until such time as a successor agreement is reached to the 2002-2004 labor agreement for
this unit. The benefits associated with this position wi�l be as provided for other positions within
this unit. This position is recommended to be a Civil Service classified position.
4. In accordance with Civil Service Rules, notification has been sent to AFSCME regarding the
establishment of this title and approval of this new title will be requested of the Saint Paul City
Council.
5. The funds for this position are available in the Food Service DepartmenYs budget.
6. This request supports the District's goal of creating institutional change.
7. This request is submitted by Jean Ronnei, Director of Food Services; Patrick Quinn, Executive
Director of School Services; Richard Kreyer, Executive Director of Human Resources and
Labor Relations; and Lois Rockney, Executive Director of Business and Financial Affairs.
B. RECOMMENDATION:
That the Board of Education of Independent School District No. 625 approve the establishment of
the Food Service Reporting Clerk job classification effective April 22, 2003; that the Board of
Education cieclare this position as Civil Service classified; and that the pay rate be Grade 26 of the
American Federation Of State, County, and Municipal Employees, District Council No. 14, standard
