WB�REAS, this �ouncil recognizes, because of the difficnity
of establishiag wage rates for such classes of positions, that
some delap will no doubt result before a resole�tioa will be pre-
pared and passed which will be reflective Of thi� f,'ot�ieil's�
deter�ainati�n as to �hat coastitutes �ppropriate wage rates
for the afosegaid classes of positions; and
WHEREAS, this eo�ncil recognize� that nor�all� establish�ent
of appropriate wage rates for the aforementioaed cl�sses of pc�aitions,
which castomarily involve study and coASideratioa of thmse classes af
positions whose rates are to some extent determia�d by this Couacil
from existent labor contracts in pri�rat� industry, canaot be de-
termined until wage rates hawe beea determiaed in the prinate
ind�stry labor contracts; aad

Dear Com�aissioner Dalglish:
Frank Rodriguez of Local 132 Constrnction and General
Laborers has imdicated that they hane not yet settled their
contract in outside industry. However, he would like to have
a resolntion of intent froiu the Council so that when their
contract is settled on the ontside, the� will hane a base
from which to work for City employees.
I have prepared a resolution which does not provide
for any raise, but which would authorize raises, if necessary,
to be effective at a date earlier th�''n the final negotiation.
This has been done in the past.
