However, he would like to have a resolntion of intent froiu the Council so that when their contract is settled on the ontside, the� will hane a base from which to work for City employees. I have prepared a resolution which does not provide for any raise, but which would authorize raises, if necessary, to be effective at a date earlier th�''n the final negotiation.
