Resolufion Calling for a Saint Paul Street to be Named for Cesar Chavez and
Establishing a Legislafive Advisory Committee to Make Recammendarions Relative to which Street
should be So Named
4 WIIEREAS, Cesaz Chavez is synonymous with the struggle far economic justice on behalf of fann workers that
5 he led for over forty years; and
6 WHEREAS, Cesar Chavez is symbolic of the contributions made to our society by people whose families came
7 to this country from Mexico, Central and South America and the Caribbean, reflected in the fact that he was
8 awarded both the U.S. Presidential Medal of Freedom and Mexicds Aguila Azteca; and
9 WHEREAS, Cesar Chavez committed himself and the United Farm Warkers to the principles of non-violent
10 collective action and was successful in obtaining, for the first time, fair labor contracts for tens of thousands of
11 farm workers; and
12 WHEREAS, naming a street after someone who has contributed to positive change in our society is an
13 acceptable way to honor their contributions;
14 NOW, THEREFORE, BE IT RESOLVED that a Saint Paul street should be named in honor of Cesar Chavez;
15 and
16 BE IT FURTHER RESOLVED that a legislative advisory committee is established to make recommendations
17 to the Saint Paul City Council regarding which street in Saint Paul shall be named ar renamed in honor of Cesar
18 Chavez; and
19 BE IT FURTHER RESOLVED that the legislative advisory comnnittee develop appropriate c-rfteria for the
20 determination of which street to name or rename based on, but not limited to, the following considerations:

L Historic significance of the existing street name;
2. The significance and prominence of the street to be named or renamed which should be consistent with
Cesar Chavez' work and life;
3. Costs associated with the street's naming or renaming;
4. Input from neighborhood residents and businesses affected by the street's naming or renaming; and
BE IT FURTHER RESOLVED that the membership of the committee sha11 consist of nine (9) members
appointed by the City Council. These members shall reflect the diverse population and interests of the City of
Saint Paul. The membership sha11 be selected as follows: three (3) members shall be recommended by City
Councilmembers; four (4) members sha11 be recommended b� the Mayor; one (1) member shall be
recommended by the Saint Paul Planning Connmission; and one (1) member shall be recommended by the
Heritage Preservation Commission; and

1 BE IT FURTHER RESOLVED that recommendations for appointments to this legislative advisory committee
2 shali be made to the Council Secretaty by Monday, May 19, 2003 and once the Council has received the
3 recommendations, the Council shall, by resolution, appoint the members of the legislative advisory committee;
4 and
5 BE IT FURTHER RESOLVED, that the committee shall have at least three meetings, one of which shall be a
6 public heuing to receive input from residents and businesses; and

7 BE IT FURTHER RESOLVED th the committee sha11 � provide a fmal
8 written report to the City Council � idenrifying three options for streets to be named for Cesaz
9 Chavez, outlining the criteria used for selecting these options and providing an explanation of how each option
10 satisfied the criteria; and
11 BE IT FINALLY RESOLVED that the Saint Paul City Council Research and Investigation Center shall provide
12 any necessary support to the legislative advisory coxnxnittee.

Hispanic citizens have called upon the City to honor a Hispanic citizen of national prominence by naming a street
in his honor.

Saint Paul will demonstrate its respect for Cesaz Chavez and the wider Hispanic community.

There will be some cost associated with the staff time assigned to the legislative advisory committee and a
