PETITION OF REMONSTRANCE
The undersigned do hereby make and file this Petition of
Remonstrance pursuant to the provisions of the City Charter of the City
of Saint Paul, Minnesota, Section 243, for the purpose o# expressing
ohjection to the following proposed public improvement, to-wit:
Grade and surface with bituminous material the
alley in Block 3, Rice St. Villas from Idaho Ave.
to Larpenteur Ave. and Idaho Ave. to a width of -
16 feet frnm Marion St. to the alley in said
Block 3.
That a hearing on the advisability of proceeding with
preliminary order No. 247226, approved January 29, 1970, and preliminary
order No. 247227, approved January 29, 1970, proposing the above mentioned
alley and street improvement, is scheduled to take place before the City
Cowicil of the City of Saint Paul on March 31, 1970, at 10:00 o'clock a.m.
That the said proposed street and alley improvement is unneces-
sary, impractical and arbitrary; that the same would involve an impracti-
cal expenditure of public funds, and Nould not provide any general benefit
to the abutting property owners concerned.
That the undersigned does verily believe that he represents not
less than 60� of the owners of the abutting property and, in fact, does
represent not less than 50� of the ownership of the lineal frontage on the
line of the proposed improvements, and also that he is the owner of not
less than 500 of the parcels of land proposed to be assessed in cont►ection
with the said pxoposed public improvement.
