Stanley Fishman
Mr. Fishman presented to the Board, for consideration the plans for
the E1 Torres de San Miguel homes to be constructed to provide low
and moderate income housing. A total of 232 units are to be pro-
vided. He stated that this was the same as the Hanover project by
the housing authority. He said that the plans as presented to the
Board were at variance with the St . Paul Building Code in two areas :
1 . The residential units are to be three stories in
height whereas the Building Code limits wood frame
residential structures to two stories in height .
2 . Tliere is a question as to whether or not the exits
onto the concrete terrace at the second floor level
would be considered appropriate as fire exits .
He stated that the height from the second floor
concrete terrace to grade would vary from 5 ' to 9 ' .
Mr. Cohen advised him to present the appeal in writing and that the
Board would act formally on the appeal at the next regular meeting
of the Board following his submission. A poll of Board members
indicated no objection to granting a variance as requested, based
- on the facts as presented.
