WHEREAS, the Community Action Councils of the housing
projects of the St. Paul Housing and Redevelopment Authority
have initiated a Safer Neighborhoods Program and have re-
quested the cooperation of the City and in particular the
Department of Public Safety, Bureau of Police , in the develop-
ment of a new approach to law enforcement, using the police
not only as law enforcement officers but as counselors and
educators ; and
WHEREAS, the Council feels that such a program would
be of great benefit to all the citizens of this city, there-
fore be it
RESOLVED, that the Council of the City of Saint Paul
hereby expresses a desire and intent to cooperate with the
Community Action Councils and the Housing and Redevelopment
Authority in its Safer Neighborhoods Program as aforesaid.
