VJHEREAS, on February 10, 1984, a settlement agreement was reached in United States District Court after an
e�austive study and lengthy debate surrounding the Federal Environmental Impact Statement prepazed in
conjunction with the eatension of I-35E into Saint Paul from the south; and
WHEREAS, the settlement agreement ordered that the Federal Environmental Impact Statement effect
additional commitments for noise abatement measures to include a reduced speed limit of 45 miles per hour
along the pazkway segment of I-35E between West Seventh Street and I-94; and
WHEREAS, the District Court concluded that the Federal Environmental Impact Statement, with the additional
provisions for noise abatement, complied with all Federal and State laws; and
WHEREAS, the City of Saint Paul entered into the settlement agreement with the full intention of maintaining a
speed limit of 45 miles per hour along the parkway segment of I-35E between West Seventh Street and I-94; and
WHEREAS, the Minnesota State Legislature is considering legislation that would increase the speed limit along
the parkway segment of I-35E between West Seventh Street and I-94, from 45 miles per hour to 55 miles per
hour; now therefore be it
RESOLVED, that the City Council opposes the proposal to increase the speed limit along the parkway segment
of I-35E between West Seventh Street and I-94; and be it further
RESOLVED, the City Council requests that the Saint Paul Delegation take the necessary steps to remove the
proposal from its accompanying bill.
