RESOLUTION ACCEPTING A$2 MILLION GRANT AND Al� $8 MILLION LOAN FROM TI3E
DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, AND DELEGATING TO THE
HRA RESPONSIBILITY FOR ADNIIlvISTERING THEM.
WIIEREAS, the City Council of Saint Pau1, Minnesota, on June 7, 2000, by Resolution Number 00-532,
authorized the Director of the Department of Planning and Economic Development to apply to the U.S.
Department of Housing and Urban Development (HiJD) for a Brownfieid Economic Development Initiative
Grant and an associated Section 108 Loan; and
10 WHEREAS, on September 29, 2000, the Department of Housing and Urban Development awarded the City
11 of Saint Paul a$2,000,000 Brownfield Economic Development Initiative grant and an associated $8 million
12 Section 108 Loan, secured by a pledge of future CDBG entitlement funding; and

WHEREAS, on June 19, 2001, the Department of Housing and Urban Development designated the Saint
Paul Enterprise Community as a Neighborhood Revitalizarion Strategy Area, which gives the City greater
flexibility in how it expends funding from H[JD; and
WHEREAS, for the Railroad Island Housing Project and the Westminster Junction Business Center the
Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, on March 13, 2002, by
Resolution Number 02-03/13-10 requested that the City Council accept from HUD the $2 million Brownfield
Economic Development Initiative Grant and the associated $8 million Section 108 loan;
NOW THEREFORE BE IT RESOLVED, that the Mayor or his designated representatives, PED Grants
Management staff, are fiirther authorized to submit to the U.S. Department of Housing and Urban
Development any assurances, certifications, technical changes, or additional information that may be required
by said Department on behalf of the I-II2A and the Port Authority to secure the $8 miilion Section 108 Loan
and the $2 million Brownfield Economic Development Initiative grant; and be it
FURTHER RESOLVED, that the City Council does hereby accept from F3LJD the $2 million Brownfield
Economic Development Initiative Grant and the associated $8 million Section 1081oan and authorizes the
proper City officials to execute the grant agreement, loan agreement, and contracts between the U.S.
Department of Housing and Urban Development and the City of Saint Paul; and be it

35 FURTHER RESOLVED, that the City Council delegates to the Housing and Redevelopment Authority of
36 the Ciry of Saint Paul the authority to administer the $2 xnillion BEDI grant and the $8 million Section 108
37 Loan, and authorizes the Execurive D'uector of the I3RA to execute the various agreements as aze necessary to
38 implement the project on behalf of City, consistent with the HI2A Resolution Number 02-03/13-10 adopted
39 on March 13, 2002.

HUD has awarded the CiTy a$2 million Brownfield Economic Development Initiative Grant and an associated $8
million Section 108 Loan.
ADVANTAGES IF APPROVED:
The City will be able to assist two projects in the west end of the Phalen Corridor: the development of the
Westminster Junction Business Center and the development of about 163 units of ownership housing in Railroad
Island.
DISADVANTAGES IF APPROVED:
None.
DISADVANTAGES IF NOT APPROVED:
The City will lose the grant funds and miss the opportuniTy to bonow $8 million at favarable interest rates.
