Wf�REAS, the Minneapolis-St. Paul Metropolitan Airports
Commission at its meetin.g of November 9th, 1970� has indicated
that it is the aim of the Gommission that the acquisition and
staged development costs of the proposed new major airport
will impose no burden on the taxpayers of the cities of
Minneapolis and Saint Paul ,
Now, Therefore , be it
RESOLVED, that the Council of the City of Saint Paul
hereby calls upon the Metropolitan Airports Commission to
clarify its position by the passage of a resolution specifically
providing that the planning, development , land acquisition
and construction for any proposed new airport shall be financed
exclusively by the issuance of revenue bonds to be reimbursed
solely from the charges to the airlines and concessions and
rentals from the airport users (plus federal or state grants
without local contribution) , but in no case shall the Metro-
politan Airports Commission utilize any monies obtained by im-
position of a property tax or any other tax on the metropolitan
or Twin Cities area.
