1 VJHEREAS, the Saint Paul Public Library and all its facets and services is integral to the vibrancy and success
2 of Saint Paul's economic and social environments; and
3 WI�REAS, in 2001, the Friends of the Saint Paul Public Library, an organization with over 55 years of
4 exemplary service and millions of dollars of private support to Saint Paul's Libraries, completed a
5 comprehensive study of the library and concluded that Saint Pau1 should seek authorization from the Legislature
6 to make changes to library operations and funding; and
WHEREAS, with unauiinous support from the Saint Paul City Council, the 2002 Legislature passed authorizing
legislatiori that would permit the City Council to create a sepazate Saint Paul Library Agency to enhance
accountability; and
10 WHEREAS, the City Council unanimously adopted Council File 02-973 approving the legislation; and
11 WHEI2EAS, the City Council adopted Council File 02-519, which established a Task Force, including members
12 of the City Council, the Mayor's staff, and others, to examine the legislation and make recommendations to the
13 City Council; and
14 WIIEREAS, after extensive study and review, the Task Force presented a list of 16 recommendations to the
15 City Council; and
16 WIIEREAS, these recommendations were offered as a foundation for the future of the Saint Paul Public
17 Library, while at the same reiteraring the following tenets:
18 . That the new structure would in no way affect the health of Saint Paul's overall fund balance
19 . That the overail decision to certify a maa�imum t� levy would be maintained in the same manner
20 that has brought Saint Pau1 nearly a decade zero-levy increases; and
21 WHEREAS, Ordinance 03-258 was presented to the City Council that would begin the process of implementing
22 the recommendations while leauing room for continued discussion; and
23 WHEREAS, on Apri12" 2003, the City Council unanimously adopted Ordinance 03-258, establishing the Saint
24 Paul Public Library Agency; and
25 WHEREAS, of the three resolutions and one ordinance enacted by the City Council, all were adopted
26 unanimously, with no Mayoral vetos; and
1 WHEREAS, particulazly in current budget times, moving forward with the ordinance will unprove � 3— �� ° �
2 accountability for Saint PauPs taxpayers and offer the Friends of the Library an enhanced ability to obtain
3 private contributions; now therefore be it
4 RESOLVED, that the Saint Paul City Council reiterates its strong support for the State legislation passed in
5 2002 and urges the Saint Paul I,egislarive Delegation and Members of the Miunesota Legislature to allow Saint
6 Paul to continue this path toward true innovation.
