1 WHEREAS, the Mayor and City Council annually prepare a legislative agenda detailing Saint Paul's priorities at
2 the state and federal levels; and
3 WIIEREAS, on December 4, 2002, the Saint Paul City Council adopted Council Files 02-ll26 and 02-1127
4 establishing the 2003 Legislative Initiatives for the City of Saint Paul; and
5 WHEREAS, Ciry staff and contract employees, all supported by City Council-approved budgets, are specifically
6 assigned to lobby on behalf of those priorities; and
7 WHEREAS, recent legislative actions have been taken by City staff lobbyists and other contract lobbyists that do
8 not fall under official City priorities; and
9 WHEREAS, such actions send an inconsistent message to the Legislature at a time when clarity and consistency
10 are crucial to achieving important and broadly-shared legislative goals;
11 NOW, THEREFORE, BE IT RESOLVED that the Saint Paul City Council requests that the Mayor immediately
12 direct staff lobbyists, otYier City employees and City contract lobbyists to cease all legislative activity unrelated to
13 the adopted legislafive agenda; and
14 BE IT FURTHER RESOLVED, that the Saint Paul City Council requests that City staff and contract lobbyists
15 attend the Apri123 City Council meeting and report specifically on the status of the adopted agenda and any other
16 legislative activity not related to that agenda with which they haue been involved.
