A. SUFFICIENCY: In a letter dated 9/2/70, the Commissioner of Finance declared this
petition sufficient with the owners of 90% of the frontages involved having signed
and 70% of the descriptions of real estate within 100 feet having signed.
B. HISTORY: None for this site.
C. PROPOSED USE: Privately-sponsored moderate-income housing facility.
D. FRONTAGE AND AREA: The site has frontages of 409.50 feet on Concordia, 185.50 feet
on Avon, 365.35 feet on Carroll, 465.50 feet on Grotto Court, and 285.50 feet on
Grotto, resulting in an area of 112,831.53 square feet.
E. AREA ZONING: The blocks immediately surrounding the aite are zoned "B" Residence.
Beginning 2 blocks east and 3 blocks southeast there is "C" Residence zoning. One
1ot is zoned Commercial 1 block south of the site. A small commercial zone exists
at Dale and Concordia and a commercial strip zoning fronts both sides of Selby
Avenue 3 blocks south.
F. CCMPREHENSIVE PLAN: The Comprehensive Plan calls for 15 d.u. per acre with 1 and
2-family town or row houses at this site.
G. RENEWAL PLAN: Renewal Plan ND401, approved by the City Council in January, 1969,
calls for an R-TI use district which is comparable to "C" Residence use district.
H, SITE CONDITIONS: The site had been predominantly 1 and 2-family dwellings with
several vacant lots. The buildings have been razed but the site still contains a
good number of trees. The land is level at about 2 feet above the grade of the
street. Adjacent dwellings are in good condition.
I. AREA CONDITIONS: Immediately surrounding blocks consist mostly of 1 and 2-family
dwellings in generally good condition. Dale Street, 2 blocks east, is an arterial
street with a full interchange with I-94 which, with its frontage road, runs
adjacent to the north edge of the site. Victoria Street, 2 blocks west of the
site, crosses I-94 but has no interchange with it.
J. PUBLIC FACILITIES: Pedestrian traffic may crossI-94 just east of the site at Grotto
Street. The site plan calls for Grotto Street to be vacated but providing a
pedestrian easement connecting this bridge with the area south of the site. There
is neighborhood shopping S blocks north on University Avenue or 4 blocks south on
Selby Avenue. A neighborhood grocery presently exists one block west of the site.
A small playground exists 5 blocks east of the site, which the Comprehensive Plan
proposes to be enlarged. An elementary school exists 3 blocks northwest of the site
across the Victoria Street bridge which the Comprehensive Plan proposes to retain ,
alon�; with an enlarged playground. .

He noted that people in the ax�ea dor�'t underst�nd what is happening. Mr. McPar�lin
suggeated that Nr. 7�ouasaint circulate a rezoning petition ta change the rest of
the block to "C10 Reaidence.

and aubaequently, the City Council approved the plan. The rezoning peeitions before
the Zoning Board now are a product of eott� of the�e discussions. He refterated that
there will be no densitq or parking waivers requeste�l; they are planning to have less
than the density that would be allowed by the rezoning. On "i'roject F" there isn't
s definite si.te plan; the Itedevelopme�xC Plan hr�s called far a change in the zoniag in

This is written in response to the petition of the Housing ����
and Redevelopment Authority to rezone from "B" to "C-1" Residence �
property located in a portion of the block bounded by Concordia
on the north, Grotto on the east, Carroll on the south, and Avon
on the west. This property is further described as:
Lots 1-9 and the north 52.79 feet of
Lot 10, Lots 11-13, Block 7, Edwin
Dean's Second Addition, and Lots 1-4,
Block 2, Scribner and Crittenden's
Subdivision of Lots 8 and 13 of Smith
and Lott's Outlots.
This matter was heard at the October 15, 1970, Zoning Board
meeting. The staff report noted that the blocks immediately
surrounding the site are zoned "B" Residence and are developed
with 1 and 2-family structures. Dale Street is 2 blocks east with
a full interchange with I-94 while Victoria Street, 2 blocks west,
crosses I-94 but has no interchange with it. The staff reported
that the proposed rezoning is in conformance with the Redevelopment
Plan for this area.
The Board heard discussions about all four sites in the Summit-
University area presently before the Board for rezoning. These
discussions dealt mainly with questions by surrounding property
owners concerning how these matters would affect their property.
Subsequently, the Board moved to recommend approval of all four
rezoning petitions in the Summit-University area which included
this petition. The motion carried by a 4-0 vote.
