A. SUFFICIENCY: In a letter dated 9/2/70, the Commissioner of Finance declared this
petition sufficient with the owners of 90% of the frontages involved having signed
and with 80% of the descriptions of real estate within 100 feet having signed.
B. HISTORY: None for this site.
C. PROPOSED USE: Privately-sponsored moderate-income housing facility.
D. FRONTAGE AND AREA: The site has frontages of 264 £eet on St. Albans, 186.55 feet
on Carroll, and 106.55 feet on Iglehart, resulting in an area of 4,372.06 sq, feet.
E. AREA ZONING: "C" Residence on the blocks immediately north and northeast with spot
Commercial; 12 blocks south is zoned "B" Residence.
F. COMPREHENSIVE PLAN: The Comprehensive Plan calls for 73 d.u. per acre with 3 and
4-family town or row, walk-up apartments comparable to "C" Residence zoning.
G. RENEWAL PLAN: The Renewal Plan for this are� approved by the City Council in

H. SITE CONDITIONS : The site has been razed of previous structures. The land is level.
Adjacent houses on the block appear to be in very good condition.
I. AREA CONDITIONS: Most of the remainder of the block consists of scattered single-
family and duplex structures and vacant lots. Blocks immediately surrounding contain
public housing, private housing for the elderly, and vacant lots due to demolition.
Predominant land-use is one and two-fanily dwellings with scattered multi-family
structures which are usually converted single-family dwellings. Dale Street, with a
full interchange with I-94 which runs 1 block north of the site, is 1 block east and
an arterial street.
J. PUI3LIC FACILITIES: Pedestrian traffic may cross I-94 one block east on the Dale
Street bridge. Neighborhood shopping presently is at a small grocery at Dale and
Concordia, or on Selby Avenue, 3 blocks south of the site. A small playground
exists 3 blocks east of the site across Dale Street which the Comprehensive Plan
proposes to be enlarged. An elementary school exists 4 blocks northwest across the
Victoria Street bridge which the Comprehensive Plan pr��oses to retain along with
an enlarged playground.

Dear Sir:
This is written in response to the petition of the Housing and
Redevelopment Authority to rezone from "B" to "C" Residence property
located in the westerly portion of the block bounded by Carroll on
the north, Iglehart on the south, and St. Albans on the west. This
property is further described as:
Lots 6-10, Merriam's Rearrangement of the
east 106.55 feet of the east third of Lot
9, Smith and Lott's Outlots; Lots 1 and 2,
Block 1, Portland Addition; Lots 11 and 12,
Block 2, Swift's Subdivision of Lots 10 and
11, Smith and Lott's Outlots.
This matter was heard at the October 15, 1970, Board of Zoning
meeting. The staff reported that "C" Residence zoning exists
immediately north and northeast of the site. The remaining area
immediately surrounding is "B" Residence. Houses adjacent to the
site as reported by the staff appeared to be in very good condition.
Most of the remainder of the block was reported to consists of
scattered single-family and duplex structures, and vacant lots.
The site is one block west of Dale Street. The staff reported that
the proposed rezoning to "C" Residence is in conformance with the
Redevelopment Plan approved by the City Council in January, 1969.
The Board heard discussions about all four sites in the Summit-
University area presently before the Board for rezoning. These
discussions dealt mainly with questions by surrounding property owners
concerning how these matters would affect their property. Subsequently,
the Board moved to recommend approval of all four rezoning petitions in
the Summit-University area which included this petition. The motion
carried by a 4-0 vote.

of the Housing end Redevelopment ,Autllority discussed these projectis fully one morniag,
