A. SUFFICIENCY: In a letter dated 9/2/70, the Commissioner of Finance declared this
petition sufficient with the owners of 100% of the frontages involved having signed
and 72% of the descriptions of real estate within 100 feet having signed.
B. HISTORY: None for this site.
C. PROPOSED USE: Privately-sponsored moderate-income housing facility.
D. FRONTAGE AND AREA: This rezoning includes site plots totaling 95,758.00 square feet
� with frontages of 120.32 feet on Grotto, 363.82 feet on St. Albans, 714.14 feet on
Central, and 79.57 feet on St. Anthony.
E. AREA ZONING: The area immediately surrounding the site is zoned "B" Residence_.
One lot just west of the site is zoned "C" Residence and the area fronting on Dale
is zoned Commercial. "C" Reaidence zoning begins 2 blocks north of the site. The
frontage along University Avenue, 3 blocks north, is zoned Light Industry.
F. CO�IPREHENSIVE PLAN: The Comprehensive Plan calls for 15 d.u, per acre for the north-
westerly part of this site with 1 and 2-family and town or row houses. It calls for
25 d.u. per acre for the southeasterly part of this site with 1, 2, 3, and 4-family
town or row houses and walk-up apartment structures.
G. RENEWAL PLAN: Renewal Plan ND401, approved by the City Council in January, 1969,
calls for an RI use district which is "intended to be consistent with Residential
Use Districts A, B, and C of the Zoning Code".
H. SITE CONDITIONS: The northwesterly segment of the site had been developed completely
with row houaes. The land is slightly higher than the north half of that block. The
site has been cleared of structurea. The eoutheasterly segment of the site had heen
developed with duplexes, now razed. The land is flat.
I. AREA CONDITIONS: The blocks aurrounding the northwesterly segment of the site consist
mostly of single-family dwellings with scattered duplex and multi-family structures
and very little renewal clearance. The blocks surrounding the southeasterly segment
consist of one and two-family dwellings. There has been extensive renewal clearance
east of Dale Street. Dale Street is one block east of the site and is an arterial
street with a full interchange with I-94 which runs one block south of the site.
J. PUBLIC FACILITIES: Pedestrian traffic may cross I-94 one block south and east on the
Dale Street bridge. There is neighborhood shopping 3 blocks north on University
Avenue. There is a small playground 4 blocks southeast across I-94. An elementary
school exists 3 blocks west which the Comprehensive Plan proposes be retained and
enlarged to include a playground.

He comwented that he talked to �he zoning staff, s,rho informed him what are� is up
fo�c rezoning near his property, P:r, Ames explained that the Zoning Board can oaly
act on what is ia�cle�ded fn the rezoning petition. Mr. Toussaint ssid Che entire
block should be rezoned to "C" Residen�e, rather ehan just part of the block.
Se noted that people 3,n the area don't understand what fs happening. Mr. McPartlin
suggested that N;r, Toussaint circulate a xezoning pet�tion ta change the rest of

Mra. Rnth Harris, bS6 Carroll Avenue, said she dcesn"t approve of this rezoning ;
s�rece she doesn't want to Iive fn a commercial area. She said she bought the
property as a residentiel structiureo Mr. Ames explained that the axtempt for

Dear Sir:
This is written in response to the petition of the Housing
and Redevelopment Authority to rezone from "B" to "C-1" Residence
property located on the entire north side of Central Avenue between
Grotto and St. Albans, and the southeast corner of Central and
St. Albans, and the northeast corner of St. Anthony and St. Albans.
This property is more fully described as:
South 1/2 of Block 9, Butterfield
Syndicate Addition No. 1, Ramsey
County, Minnesota, and Lots 13-17,
Block 11, Butterfield Syndicate
Addition No. 1.
This matter was heard at the October 15, 1970, Zoning Board
meeting. The staff report noted that the proposal is in conformance
with Redevelopment Plan ND-401, approved by Council in January,
1969. The staff explained that the land-use classification "RI"
presented in the Redevelopment Plan for this site is the Housing
Authority's designation, which is intended to be comparable to the
"A", "B", and "C" Residence Districts of the existing Zoning Code.
Mr. Jim Hart, attorney for the Housing Authority, explained that
the project would contain 13 dwelling units per acre, and is applying
for FHA mortgages.
Several property owners in the area of the subject property were
present to obtain information as to how this matter would affect their
property. Mrs. Ruth Harris, 656 Carroll Avenue, opposed the rezoning.
Mr. Hayward Toussaint, 659 Iglehart Avenue, said that he felt the
entire block should be rezoned.
This petition was subsequently included in a motion to recommend
approval of the four Housing Authority petitions for the Summit-
University area which were before the Board. The motion carried by
a 4-0 vote.
