RESOLVED, Tha.t the proper City officers are hereby authorized
and directed to execute on beha.lf of the City of Saint Paul Joint
Powers Agreement between the City and the County of Ramsey, said
Agreement pertaining to the joint operation of a messenger service
under the supervision and control of a Joint City-County Services
Department.

4 . Tt is agreed that the program for L-he operation of the
joint messenger service shall be financed ai7d paid for on a Uasis
of one-half of the e�:pense to be contributed by each, the City and
the County. An annual budget will be prepared and proposed by the
supervisory committee and submitted to the City Council and the
County Board in time annually for review and action.
S . The accounting for i:he departmen� shall be by the County
Auditor. Charges against the department budget shall be paid
initially by the County.
• 6. �� In the event it is the determination of either paxty that
any��of the activities described herein shall cease to be a com-
biried function of this department, the value of equipment and
supplies sha11 be mut�u.ally agreed uPon by the City Council and
County Board, and the governmental uni� continuing to use such
service by this department shall reimburse the other governmental
unit for its 50% shaxe. .

A G R E E M E N T
THIS AGRE�MENT, Ma.de and entered into on this day of
, 1970, by and between the City of Saint Pau1 through
action of its City Council, hereinafter referred to as "City", and
County of Ramsey, acting by and through its Board of Commissioners,
hereinafter referred to as "County", both acting pursuant to the
provisions of Minnesota Statutes, Section 471.59;
WITNESSETH: •
WHEREAS, The City and County each have the responsibility and
authority� to provide for messenger service for the purpose of
handling communications between the various offices, bureaus, and
departments of both the City and County; and
�THEREAS, It is determined that it would be mutually advantageous
if the City and County were to jointly operate a messenger service;
NOW, THEREFORE, By mutual agreement of the parties hereto,

acting by and through their respective governin� bodies aforesaid,
_ the following Agreement is entered into and made effective as
fo l lows : "
l. A messenger service shall be carried on under the supe.r-
cision and control of a Joint City-County Services Department.
2. The operation, supervision and control of the Joint City-
County Services Department shall be under a committee composed of
the Mayor, the County Auditor and the City Comptroller.
3. It shall be the duty and responsibility of the Committee:
To employ the necessary personnel for the operation
of the messenger service under the Classified Service
of the County of Ramsey, and subject to all laws, and
rules and regulations prescribed for the Classified
Civil Service of the County, and the supervision and
employment of personnel for the department sha11 be
