Wf�REAS, The Civic Center Authority, by authority of the Laws
of Minnesota lg6g, Chapter 1138, has awarded contracts for the
construction of the Civic Center Multipurpose Arena, said contract
awards contained in Civic Cent�Authority Resolution No. 249, a
copy of which is annexed; and
WI�REAS, Said law provides that all contracts entered into
by the Authority must be approved or disapproved by the Council
of the City of Saint Paul; and
WHEREAS, The Housing and Redevelopment Authority of the City
of Saint Paul, pursuant to Section 129 of the Charter of the City
of Saint Paul, will pay to the City adequate comp.ensation for the
z� - vacat�on and discontinuance of the public streets and alleys in

CCA 249
WHEREAS, The Civic Center Authority authorized and directed
the preparation of amended plans and specifications for rebidding
the Saint Paul Civic Center Multipurpose Arena Project; and
WHEREAS, Instructions to bidders, advertisement for bids, and
amended plans and specifications were drafted and issued, and formal
bid openings held at -�2:00 P.M. on October 21, 1970; and
WHEREAS, The Civic Center Authority has analyzed bids sub-
mitted and determined that certain deduct alterna.tes must be accepted
to bring the Multipurpose Arena. Project within available construc-
tion funds, all as more fully shown on Exhibit I attached hereto
and made a part of this resolution; and
WHEREAS, The Civic Center Authority understands and states
�hat contracts awarded must reflect the exa.ct amount of the work to
be performed by the lowest responsible bidder as of the date of
award; and
WHEREAS, The Civic �Center Authority has been advised that funds
� are now available in the amount of $800,000.00 for an addition to
Column B in the Construction Fund Ana.lysis Report as outlined in
Exhibit A attached to Resolution, CCA 247; and
WHEREAS, Said additiona.l Construction Funds were ma.de avail-
able through representations of the City Council and the Housing
and Redevelopment Authority tha.t the $800,000.00 formerly designa.ted
for Arena. site land acquisition ma.y now be transferred to avail-
able construction funds, and such amount will be offset by an equa.l
- amount paid by the Housing and Redevelopment Authority for the cost
� of vacating the streets; now, therefore, be it

Q� � RESOLVED, That the Civic Center Authority, based upon repre-
� o sentations of the Mayor �nd the City Council, finds and determines
� '� that sufficient funds are available for the construction of the
�,� u Multipurpose Arena, including the connecting Concourse; and, be it

¢ � FURTHER RESOLVED, That the Civic Center Authority hereby
` f accepts the lowest responsible bids as outlined in Exhibit I and �
