WHEREAS, The Council of the City of Saint Paul, by its
Resolution adopted April 8, 196g, Council File No. 24300'7, re-
quested the Pollution Control Agency of the State of Minnesota
to deny Northern States Power Company any permit to discharge
waste from its Monticello Nuclear Power Plant into the air or
water unless provision was made for absence and complete con-
tainment o� radioactive waste;
WHEREAS, The Council of the City of Saint Paul , by its
Resolution adopted June 26, 196�, Council File No. 244667, re-
iterated its position in opposition to the issuance of any permit
to the Northern States Power Company relating to the discharge of
waste from the Monticello Plant;
WIiEREAS, The Atomic Energy Commission has scheduled a public
hearing for April 28, 1970, at Buffalo , Minnesota, to consider
the application of Northern States Power Company for a provisional
operating license for the Nuclear Power Plant near Monticello;
and
WHEREAS� It appears that the health and welfare of the citizens
of the City of Saint Paul may be affected by the outcome of the
decisions made at such hearing; now, therefore, be it
RESOLVED� That the Corporation Counsel ' s Office is hereby
authorized and directed to prepare a statement to be presented
at the hearing of April 28, expressing the position and concern of
the City of Saint Paul , its Council and citizens; and, be it
FURTHER RESOLVED, That the Corporation Counsel � s Office is
hereby authorized and directed to cause notice to be served on
the Secretary of the U. S. Atomic Energy Commission in Washington,
D. C. , that the City of Saint Paul requests permission to make a
limited appearance at such hearing for purposes of presentation

Paul on the issues to be considered at the hearing; and be it
FINALLY RESOLVED� That the Corporation Counsel ' s Office is
authorized and dir_ected to appear at such hearing, representing
the City of Saint Paul , a governmental subdivision of the State
of Minnesota, and to participate in such hearing to the extent
allowed by the code of Federal regulations.
