W HEREAS, salary monies to add temporary employees to assist in construction inspection and survey efforts for the 2003
construction season were approved in the Council's Contingency Budget; and
WHEREAS, those salary monies must be transferred within Public Works Engineering activities from the Council Contingency
Budget to the Salary Budget; and
WHEREAS, the temporary empioyees will provide assistance needed to provide adequate and timely inspection and survey
services so as not to delay the Contractor and thus incur Contractor claims; Now therefore be it,
RESOLVED, that the 2003 budget of the Public Works Engineering Fund be amended as follows:

Salary monies to add temporary employees for the 2003 construcrion season were approved in the Council's Contingency Budget and require
expensing from Salary Budgets. A release and transfer of such monies is requued prior to staffmg adjustments.
ADVANTAGES IF APPROVED:
Sufficient level of staffmg will be met resulting in timely construction inspection and survey. These temps are brought on to meet the peak
demand during the intense activity of the Conshuction season.

Construction Activitywill likely start about May 1. During recent years, our full-time inspecrion & survey
staffhasbeenreducedtoanabsoluteminimum. Thuswemusthiretempemployeestofufilltheneedduring
thepeak demand ofsut7unerconstruction. Ihave attached aresolutionauthorizingthetemporaryemployee
expenditure.
The anticipated work load dictates that three temporaries be hired to assist in conshuction inspection and
that these temporaries be hired to assist in survey. Two ofthe three temps we expect to hsre in survey are
repeats from last year that are experienced and will work out extremelywell. The other four temps (one
for survey, three for inspecrion) are not yet detemuned. In past years, we haue pursued Civil Engineering
or Civil Tech students because they have the educational background for the work.
