03-375S `,.��.:-�-�..�� - � s « a�..�.�..�s � y}�ejo� Presented Referred To council File # �?, _ � �s Sheet # aop'� �{ � Committee Date Resolution Granting Mayor Randy Kelly The Authority To Proceed With Implementing Round II Budget Adjustments Totaling $13,742,706 To Help Address A$34 Million State Aid Cut Proposed For The City Of Saint Paul's 2004 Operating Budget 2 0 6 7 WHEREAS, in accordance with Section 10.073 of the Saint Paul City Charter, Mayor Randy Kelly did notify the City Council in his letter of February 19, 2003, that there will be a significant revenue shortage for financing the City's adopted 2003 General Fund budget. The Mayor's notification was in direct response to Governor Tim Pawlenty's February 18 budget recommendation to significantly cut the State's Loca1 Government Aids to Minnesota cities in order to address an anticipated $4.2 biliion revenue shortage for the State budget. The Mayor informed the City Council that Saint Paul's 200� L.G.A. was proposed to be cut $13.2 Million, and that the City's 2004 state aids was proposed to be cut $34 million; and 8 WHEREAS, the Saint Paul City Council passed Council File 03-312 on February 26, 2003 which did approve of 9 Mayor Kelly's 2003 Budget Adjushnent Plan, as proposed to the City Council on February 19, 2003, and as 10 amended to include the alternative spending adjustments for the Police and Fire departments that were presented 11 to and amended by the City Council at their Febniary 26, 2003 Budget Meeting. And the Council did authorize the 12 Mayor to implement the amended 2003 spending reduction plan and requested that he submit all necessary 2003 13 budget amendment resolutions to fully and accurately reflect the amended 2003 budget adjustment plan; and 14 WHEREAS, the Mayor did recommend a Round Two Budget Adjustment Plan, which as of March 12, 2003 15 proposed additional adjustments to the 2003 budget of $6,213,710, and some proposed cuts to department budgets 16 yet to be determined, and proposed 2004 budget adjustments totaling $11, 023,066; and 17 WIIEREAS, the City Council passed Council File 03-273 on March 19,2003 which established a City Council Ad 18 Hoc Budget Subcommittee, and delegated to it the authority to assemble and evaluate options for resolving the 2003, 19 2004 and beyond budget shortfalls for the City of Saint PauI and requesting that their recommendation be presented 20 to the full City Council no later than Apri12, 2003: and 21 WHEREAS, the City Council held a Budget Committee Meeting on Apri12, 2003 to hear the budget adjustment 22 recommendation from the Ad Hoc Budget Subcommittee which total $19,041,949. At that meeting the City 23 Council decided to give the Mayor's Office one week to review and comment on the Ad Hoc Budget 24 Subcommittee's recommendations and to hold a Public Hearing on Wednesday Apri19, 2003 to heaz the public' V��r.` \�, 3-�c� ORIG1�iA�. CITY 25 issues, concerns and ideas regarding budget adjustments; and ORIGiNAL 03-3`1 1 WHEREAS, the Saint Paul City Council did hold a Public Hearing on proposed budget cuts on Wednesday, April 2 9, 2003; and, did consider the concerns of the Mayor's Office, hear public testimony on the estimated effects of 3 the proposed budget cuts, and reviewed the revised April 14, 2003 Round 2-A Budget Adjustments 4 Recommendations of the Ad Hoc Budget Subcommittee; now therefore 5 BE IT RESOLVEI� that the Saint Paul City Council does hereby approve of Round 2 Budget Adjustments For 6 2003 and 2004 totaling $13,742,706, as specified in the spreadsheets identified as "4-16-03 Revised Common Items 7- Mayor and City Council Agreed To Adjustments" and "2003 / 2004 Round 2 F.T.E. Reductions: Mayor Proposed, 8 Council Approved", both spreadsheets being attached to this resolution.
