Mazcia Moermond stated this is an application for an Enterta.iument A License for Skinner's Pub. The following appeared: Peter J. Skinner, owner, and Molly Skinner. Kristine Schweinler reported this is an application for a Class A Entertainment License. Environmental Health, Fire, and Zoning staff haue reviewed this application and recommended approval with the condition that this license does not allow for patron and/or performance dances. The owners have signed this condition. Ms. Moermond stated this is an informal meeting. She is making no decisions today, but developing recommendations for the City Council. Out of this hearing, Ms. Moermond can develop three recommendations for the Council: 1) approve the license, 2) approve with conditions, 3) send to an Administrative Law Judge (ALJ). If conditions are suggested, the owners would have to agree with them. If they don't and the Council believes the conditions are necessary, the matter would have to be sent to an ALJ. The ALJ process would be a public hearing. The people who wrote letters in objection to the application were concerned about pazking, traffic, and the impact they have had on the neighborhood, stated Ms. Moermond. She asked haue the owners talked to these people. Mrs. Skinner responded she did not know if she could or should approach them. She is in a neighborhood area, sees a lot of their neighbors, and knows them by name. She has asked neighbors if there is something they can work out together. Ms. Moermond stated it might be a way of neighborliness to do the same thing in this case as with the other neighbors they see; however, it is up to the owners and not something Ms. Moermond would suggest as a condition on the license. She has talked to staff, and there is no history to suggest that adding this license would increase the traffic. Ms. Moermond will stay in the hearing room unti13:45 in case someone shows up late for the hearing. Mrs. Skinner asked what happens now. Ms. Moermond responded it goes to the City Council. It is on the Consent Agenda and will not be discussed unless one of the Councilmembers wants to have an in depth discussion about it. There is no public hearing at the City Council for this issue. Ms. Moermond recommends approval of the license application with the following condition: This Entertainment A License does not allow for patron and/or performance dances.
