Dear Sir:
This is written in response to the application of Hillcrest
Development for a permit to install a 118-car parking garage to
be used in conjunction with Metro Square (old Emporium) on property�
located on the northeast corner of Robert and East Seventh Streets,
and noted in detail by the legal description on file.
This matter was considered at the August 20, 1970, Board of
Zoning meeting. The staff reported that the proposed parking is
to be in the basement of the old Emporium Department Store, which
is currently being remodeled. Ingress and egress are to be from
a new ramp on Eighth Street just west of Jackson Street. The
Traffic Engineer's report was noted which indicates no objection
to this proposal providing that the parking is contract-type
rather than transient-type. The Traffic Engineer also reported
that if traffic flow is ever reversed on Eighth Street, it will
be necessary to relocate the driveway which serves the underground
parking, since it is very close to the intersection of Eighth and
Jackson Streets.
The Board of Zoning discussed this proposal with Mr. Michael
Monahan, attorney for the applicant, including the provisions for
proper ventilation.
Subsequently, it was moved to recommend approval, subject to
the recommendations of the staff, Traffic Engineer, and Air Pollution
Control Division. The motion to recommend approval of this application
for a permit carried by a 5-0 vote.

A. HISTORY: No zoning history for this property.
B. AREA ZONING: This property and the area to the south is zoned Commercial. The
area to the north and east is zoned Light Industry.
C. DESIGN STANDARDS: This facility is to utilize the existing area of the basement
of the old Emporium Department Store. The proposed car spaces and maneuvering
areas vary in size but do meet the existing design standards . An entrance ramp
down to the parking area is to be constructed across an existing parking lot
causing a new layout for that area. Additional plans received 8/13/70 show this
area with 9 spaces and a drive 21 feet west of Jackson Street.
D. FRONTAGE AND AREA: The parking fecility in the basement of the building has an
area of approximately 54,720 square feet.
E. TRAFFIC ENGINEER: The Traffic Engineer has no objection to this proposal providing
that parking is contract-type rather than transient. He also notes that if the

Mro Roberts will be notified the same time the Building i��p�rtment is of
the Cou�cil approvala
