M. Warner',s Acre Lots, according to the plat on file and of record in the office of the Register of Deeds in and for the County of Ramsey, State of Minnesota. WHEREAS, Upon the facts presented at a hearing consisting of photographs, inspection reports and the recommendation of the City Architect, it is found and determined by the City Council tha.t according to the records and files in the office of the Register of Deeds� the last record owner of the above-described property is Annie Horrigan; and that there are no other lien holders of record; and tha.t it is further determined tha.t the above-described build- ing constitutes a hazardous building within the definition of Minnesota Statutes, Section 463. 15, for the following reasons: a. The building is standing vacant, open and ha.s , been subjected to extensive vandalism; b. The exterior condition of the building is as follows: the siding is loose, split,� deteriorated and starting to rot; the roofing material is in a deterior- ated condition and the shingles are missing in some areas; the windows are smashed, including some of the sash and frame; the front porch floor shows evidence of rotting, with the soof supporting post in a precarious � position; the rear concrete stoop ha.s deteriorated to COUNCILMEN Adopted by the Counci� 19— Yeas Nays Butler Carlson Approve� 19� Le�ine Tn Favor Meredith Sprafka Mayor Tedesco Against FQRM PPRpyE Mr. President, McCarty Corporat� n � � - � ��� ���! 2. � to a point where it is ha.zardous to use; the rear entrance door is missing; the entrance to the basement from the outside at the rear of the building is rotted and in a dilapidated condition; the exterior walls are starting to bulge; and a large pa.rt of the foundation wall is missing on the north side; (c) The interior condition of the building is as follows: the supporting joists in the basement are rotted and some channel irons from old automobile frames were used to provide some temporary support to the floor joists; in one section the rotted joists are being sup- ported with several concrete blocks piled on top of a 55-gallon oil drum, and the basement has only a dirt floor; the floors on the first floor are sagging, the ceiling plaster is loose and about to fall, the kitchen sink is missing, the stairway to the second floor ha.s loose treads; the floors on the second floor are sagging and plaster is falling from the ceiling; the plumbing system ha.s been vandalized and there is an open sewer connection in the kitchen which would allow rodents to enter the building; there is no toilet installed in the building other than a chemical toilet. (d) The building in the above condition is beyond reasona.ble repa.ir; (e) The building is unfit for human ha.bitation in its present condition and the above corrections must be made in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to ma.ke the same ha.bi tab le; (f) The building constitutes a nuisance and a ha.z- ard to the public health, safety and welfare because of its physical dama.ge, dilapidation and ina.dequa.te ma.intena.nce; now, therefore, be it RESOLVED, Tha.t in accordance with Minnesota Statutes, Sections 463. 15 through 463.26, and based upon the foregoing findings of the City Council, the Council of the City of Saint Paul does hereby ma.ke the following Order: ORDER 1. Unless such corrective action is taken to comply with this Order or an answer served upon the City of Saint Paul and filed in the Office of the Clerk of the District Court of Ramsey County, Minnesota, within twenty (20) days from the date of the service of this Order, a Motion for S�ununary Enforcement of this Order to raze and remove the said building will be made to the Ramsey County District Court; 3. In the event that the building is to be razed by the City of Saint Paul pursua.nt to judgment of the District Court, all per- sonal property or fixtures which ma.y unreasona.bly interfere with the razing and removal of this building shall be removed within ten (10) days from the entry of judgment; and if not so removed, the City of Saint Paul sha.11 remove and dispose of such personal prop- erty and fixtures as provided by law; 4. If the City of Saint Paul is compelled to take any correc- tive action herein, all necessary costs expended by the City will be assessed°"against the above-described real estate and collected as other taxes; and be it FURTHER RESOLVED, Tha.t a certified copy of this Resolution and incorporated Order herein be served upon the last record owner of the above-described property in the manner provided by law and also upon other interested parties in the manner provided by law.
