This is written in response to the application of St. Luke's
Hospital for a permit to install a 49-car visitor-employee parking
lot on property located on the north side of Smith Avenue between
Chestnut and Walnut Streets. This property is further described as:

This matter was �nsidered by the Board of Zoning at their
August 6, 1970, meeting. The staff report noted that revised plans
received August 6, 1970, meet required design standards and conform
to the Traffic Engineer's and staff's recommendations. No alley
access is to be provided, and provisions are included for 8-foot
buffers.
The Board discussed this matter and noted the absence of the
representative of the applicant, and because of this lack of
representation, recommends denial of this permit by a 5-0 vote.

A, HISTORY: None.
B. AREA ZONING: The entire area is zoned Commercial.
C. DESIGN STANDARDS: Revised plans received 8/6/70 meet required design standards,
Traffic Engineer's recommendations, and staff recommendations. They indicate no
al.ley access.
D. FRONTAGE AND AREA: The site is L-shaped with a 55-foot frontage on Walnut Street
and 90 feet on Smith Avenue. The site has an area of 22,350 square feet.
F.. TRAFFIC ENGINEER: The Traffic Engineer's recommendations are incorporated i.n
plans received 8/6/70.
F, SITE CONDITIONS: This site is vacant and rough-graded. A two-family residence
on Smith Avenue has recently been removed.
G. AREA CONDITIONS: The hospital has developed three temporary parking lots in the
area. These lots are to be used during the construction of a parking ramp on
their existing large parking lot on the southeasterly side of Smitti Avenue. We
have requested the hospital to give us the opportunity to review the plans for
the parking ramp before the hospital makes any commitments and while design
changes can be met without incurring needless expense. The area is developed
wi.th old residential uses and cammercial uses.

It was nated that the apglicant did not have a representative present fmr
the publi� heariag.
Mr. Sorenson sansnarized �:he staff reporf:, a p�rt af the file, notfng that
the Traffic Engineer has reviewed the plan and reco�ends a new lsyout
with access fxam Smith Avenue and from Walnnt Street. The alley is very
narrow--12 feet--aud serves other residential uses in the block. The
hospital h�a� developed three temporary parking lots in the are�. The
subject site has now been cleared.
Upon a question by Mrs. Aim� Thompson, 229 North Sm�tth Avenue, Mr, Srown
explained that the big lot wi1Z be closed down for a new parking ramp to
be constructed. Mr. Sorenson noted that the sub3ect property is at Least
one lot away from the woman's Land. There is a provisian for an 8-foot
buffere
Mrv Mansur noted that it is unfair for the people in the nefghborhood to
appear at the pubZic hearing, when the applican� does not come to aaswer
questions.
Mrs. Thampson not�d concern over blacktopping. Mre Brown expla3ned to the
Board that Mrs. Thompson is co�ecerned abvut an a3ministrativ�lywapproved
parking Iot in her area, which is being used in conjunctioa with a medical
centere
Mr. Gauger moved fr�r denial of the applicati�n, since the app�.ica�at was
