FY2003 CONSOLIDATED PLAN {CDBG,ESG,HOME) SUBMISSION
WHEREAS, the Council of the City of Saint Paul did approve, upon the
recommendation of the Mayor and with the advice of the Capital Improvement Budget
Committee, the FY2003 Community Development Block Grant (CDBG) Program as part
of the 2003 Capital Improvement Budget and the 2003 Special Funds Budget; and
WHEREAS, the appropriate public hearings on the 2003 Consofidated Plan have
been held in accordance with the requirements of the U.S. Department of Housing and
Urban Development; now, therefore, be it
RESOLVED, that Mayor Randy Kelly, as Chief Executive Officer of the City of
Saint Paul, is hereby authorized and directed to submit the 2003 Consolidated Pian to
the U.S. Department of Housing and Urban Development in such form as prescribed by
the regulations of said Department; and be it
FURTHER RESOLVED, that the Mayor or his designated representatives, PED
Grants Management staff, are further authorized to submit to the U.S. Department of
Housing and Urban Development any assurances, certifications, technical changes or
additional information that may be required by said Department during their review of
the City's 2003 Submission for Federal Assistance; and be it
FURTHER RESOLVED, that upon notification of approval of the City of Saint
Paul's 2003 CDBG, ESG, and HOME Programs by the U.S. Department of Housing and
Urban Development, the Council does hereby authorize the proper City officials to
execute the grant agreement and contract between the U.S. Department of Housing
and Urban Development and the City of Saint Paul for the 2003 Programs; and be it

FURTHER RESOLVED, that the proposed financing for the 2003 HUD Programs is
provided in the following manner:

Approval oF the attached Council Resolution, which will authorize the City to submit the 2003 Conso6dated Plan to the U.S.
Department of Housing & Urban Development (HiJD). This Plan includes Community Development Block Grant (CDBG)
funding of $9,596,000, HOME fundtng of $2,523,666, and Emergency Shelter Grant (ESG) Funding of $333,000.

The City is required to submit the Consolidated Plan to I�L3D in order to receive CDBG, HOME, and ESG funding. The
CDBG Funding has been budgeted as part of the City's 2003 budget. Activifies to be funded with HOME and ESG funding
are selected through separate processes, and will come before the Mayor and Council at a future date.
