to the city of St. Paul, Minn. , in accordance with plans dated
Received May 25, 1g70; subject to the condition that a fence be
placed along the east side of the alley abutting the neighbors property;
further subject to the condition that a 10-foot landscaped buffer
area be established; further subject to the car-wash operation being
limited to one bay; and further subject to compliance with all
applicable city ordinances, state statutes and rules and regulations

A. HISTORY: A filling station permit was granted for this property in November, 1951.
One request for a trailer rental permit on this site was denied in 1953, and an
application for a trailer rental lot was withdrawn in 1965.
�. AREA ZONING: The frontage along Rice Street is zoned Commercial; across West Rose
Avenue to the northeast is "C" Residence zoning; adjacent to the east is "B"
Residence zoning.
C. DESIGN STANDARDS: The existing service station complies with the established
design standards . The plan indicates the remodeling of the station building and
a new driveway with a width of 26 feet will meet the design standards. The
applicant has been notified of the driveway width change.
D. FRONTAGE AND AREA: The site has a frontage along Rice Street of 115 feet and
126.5 feet along Rose Avenue, with an area of 14,547 square feet.
E. TRAFFIC ENGINEER: The Traffic Engineer recommends approval with the new driveway
being constructed at a 26-foot width.
F. SITE CONDITIONS : The site is developed with an existing filling station. The
operation is limited to the Rice Street half of the site. The area adjacent to
the alley is to serve as an access to the car wash. Approximately 10 or more
cars can be stacked in this area.
G. AREA CONDITIONS: East of this property the area is developed with single-family
residences; south are Commercial uses; west is St. Bernard's Church and School;
and the west side of Rice Street to the north is developed with residences and
the east side of Rice Street has Commercial uses.

Mr. Edward Novak, representing the applicant, nated �h�t the car wash would
only be iu use during regulaz fiLling station hours. Air. McPartlin aoted
this should be a part of the approval. Mr. Ncavak said a xemodexing is
needed to install a one-bay c$r-wash operation.
Mr. Sorenson noted that ft would be a drive-thraugh type of operation. AC
the froat of the buildiag wi1Z be about 37 feet. No drye�s aze involved
with this operation--the cars will "drip-stry". Provision has been made for
a redwood fence as a buffer, and screeu plantings will be on the fillin�
statfon side of the fence. Flans have been xec�ived that meet design
standards, and include the £ence and screen plautings. Gar washing should
be limited to a oue-bay area fnside th� fil2ing station building and a
planting schedule should be submitted.
Upon a qu�stiou by Mr. Gadler, Mr. Ames �nswered that inspectors from the
Building Department check ou landscaping of property that is included in
the permit plans.

This is written in response to the application of Pipe
Line Oil Company for a permit to remodel a filling station
to install a car-wash operation on property located on the
southeast corner of Rice Street and West Rose Avenue. This
property is further described as:
Lots 10-12, Block 3, Stinson's
Rice Street Addition to the
City of St. Paul.
The Board of Zoning considered this matter at their
August 6, 1970, meeting. The staff report noted that this
application requests permission to install a one-bay
automatic car-wash in conjunction with an existing filling
station that was approved in 1951. It was noted that
stacking space exists for about 10 cars prior to entering
the car-wash bay from the rear of the gas station. No
dryers are involved with this operation and cars will
"drip dry" in the approximately 37 feet of space between
the front of the station and the street. A 10-foot buffer
area and redwood fence at the rear of the property are
indicated on the plans.
Mr. Edward Novak, attorney representing the applicant,
noted that the car wash would be in operation only during
regular filling station hours and that they will conform
to the City's recommendations regarding screen planting in
the buffer area.
Mr. and Mrs. Francis Kelly, 122 West Rose Avenue,
appeared and questioned the location of the proposed screen
fencing. It was their understanding and request that the
fence be placed along their property on the east side of
the alley. Mr. Novak indicated that the applicant is
willing to place the fence on their property, plus install
a buffer area.

The Board noted that the City Architect has ruled that
this type of car wash should be considered as a filling
station remodeling, and discussed the adequacy of draining
space for cars leaving the facility.
Subsequently, the Board, by a 5-0 vote, recommends
approval of this filling station remodeling application,
subject to the agreement between the applicant and the
neighbors, landscaping in the buffer area, and subject
to the car-wash operation being limited to one-bay.
