2 RESOLVED, that the City Contractor License (License ID No. 20010004237) held by
3 Great Northern Exteriors d/b/a Great Northem Exteriors, located at 325 Arlington Avenue West
4 in Saint Paul, is hereby suspended until the licensee (1) pays all license fees and late charges, and
5 (2) submits proof of current performance bond to the City of Saint Paul licensing office. This
6 Resolution and the action taken above aze based upon the facts contained in the February 27,
7 2003 Notice of Violation letter to the licensee. The licensee did not respond to the Notice of

Dear Sir/Madam:
Please take no6ce that this matter has been set on the Consent Agenda for the Council
meeting scheduled for 3:30 p.m, Wednesday, Apri12, 2003, in the City Council Chambers,
Third Floor, Saint Paul City Hall and Ramsey County Courthouse.
Enclosed are copies of the proposed resolution and other documents which will be
presented to the City Council for their consideration. This is an uncontested matter, in that the
facts concerning your failure to pay license and late fees and your failure to provide a current
performance bond have not been denied. As indicated, this matter has been placed on the
consent agenda portion of the City Council meeting during which no public discussion is
allowed. The recommendation of the license office is for the immediate suspension of your City
Contractor license.

The Office of License Inspections and Environmental Protection (LIEP) has
recommended adverse action against the City Contractor - Exterior Finishing license held by
Great Norther Exteriors for the City of Saint Paul. The basis for the recommendation is as
follows:

On December 13, 2002, a letter was sent to you by the OfFce of
LIEP, advising you that your license had expired as of
September 7, 2002 and that you needed to pay the license and
late fees if you wished to continue in business. In addition,
your performance bond was canceled as of November 12, 2002
and needs to be replaced. As of today's date, no fees have been
paid, no replacement bond information has been received, and
you have not contacted LIEP to state that you no longer do
business in Saint Paul.
If you do not dispute the above facts, please send me a letter admitting that they are true.
The matter will then be scheduled for a hearing before the Saint Paul City Council to determine
what penalty, if any, is appropriate. You will have an opporiunity to appear before the Council
and make a statement on your own behalf. The recommendation from the licensing office is for
the immediate suspension of your license until all license fees and late fees have been paid in full
and a cunent performance bond has been submitted. You may also pay the sum and submit a
current performance bond to LIEP immediately to take care of this matter.

If you wish to dispute the facts, you aze entitled to an evidentiary hearing before an
adminishative law judge. If you wish to have such a hearing, please send a letter stating that you
aze contesting the facts. You wiil then be sent a notice of hearing with the date, time and place
for the hearing, the name of the administrative law judge, and an explanation of the procedures.
Please let me know in writing no later than Monday, March 10, 2003, how you wish to
proceed. If you have not contacted me by Monday, March 10, 2003, I will assume that you
are not contesting that the facts stated above. I will then schedule this matter for the St.
Paul City Council and have it placed on the Conseut Agenda during which no public
discussion is allowed and the recommended penalty will be imposed.

discuss them.
