WHEREAS, Northern States Power Company is in the
process of construction of a nuclear generating plant at
Monticello, Minnesota; and
WHEREAS, certain controversy has arisen relative
to the effect the operation of said nuclear generating
plant may have upon the water of the Mississippi River ;
and
WHEREAS, said controversy has now devolved into
litigation between the State of Minnesota and others
relative to said matter, now� therefore, be it
RESOLVED� That the Counc il of the City of Saint Paul
hereby reiterates, for the third time, and hopefully for
the final time, its position previously expressed that it
is opposed to the issuance of any permit to Northern
States Power Company which permits said Company to dis-
charge waste from the Monticello plant unless provision
is made for absolute and complete containment of radio-
active wastes therefrom.
