, the City of Saint Paul submitted an initial
application to the U.S. Department of Le.bor for funds, pursuant
to the Emergency E�,iloyment Act of 1971, as authorized by C.F.
No. 25532'7, adapted August 17, 1971; and
WI�REAS, the City has received this initial grant in the
total amount of federal funds of $177,91+U.00, as authorized by
C.F. No. 255568, adopted September 2, 1971; and
WF�REAS, the City of Saint Pau1 ha.s prepared an appl:ication
for the remaining unallocated portion of the federal funds allo-

NARRATIVE STATEMENT
The City of St. Paul, Minnesota is the capitol city of
Minnesota and is located in Ramsey County. The 1970 population
of tihe City of St. Paul is 310,000 approximately.
The Unemployment Rate commencing June lst 1971 was 6.6�.
In the month of July 1971 employment was 185,�21.
Wage and Salary �obs dropped 1,533 between June and July.
In the manufacturing sector every industry except "other non-
durables" had employment cut backs which resulted in a net loss
of �30. "Other durables" (-1�2) and p�per, printing and pub-
lishing (-123) sustained the heavier declines. Non-manufacturing
was down 1,103 from June. Trade and Service were off 750 and
5�6, respectively. Construction was also down 317, while
Government �obs increased �50.
Over the year total employment fell 5,606. Manufacturing' s
share of the decrease was nearly 6g� as all but tw� indu�tries
experienced w�rk force reductions. Paper, printing and publishin�
down 2,020 suffered the biggest layoff. Non-electrical machinery,
electrical machinery and "other non-durables" each lost approximately
500 workers. Textiles and apparel, up 100, was the only category
which had a gain. Shif�s by ma�or non-manufacturing industries
produced an overall decline at 1,753 �obs.
City unemployment for the month of July 1971 was 11,600,
wherea$ in July 1970 the unemployment was 9,500.

The per capita annual income for the St. Paul area is $�,266.

C. Description of Public Service Needs
There are a number of unmet Public Service Needs
which are lis�ed elsewhere in the application. Below
is a list of the unmet needs listed in their priorities.

When the off�ce of the Mayors Program for Manpower Planning
was first notified of the implementation of the Emergency Fnployment
Act - First Phase - they immediately scheduled a meeting with all
department heads of the City of St. Paul and City Government.
at that time the Act was explained to them and a request was
made from all heads of city government to submit to the office of
Mayors Pro�ram for Manpower Planning requisitions for �obs needed
in these departments and listed in the priority that the �obs
were needed.
This was done and the application for the First Phase (20��
was submitted to the Department of Labar and was subsequently
granted.
When this office was notified that the application for fu21
funding was to be submitted by September 10, 1971, several
meetings were scheduled with the various city department heads
and these meetings were held at intervals throughout the course
of tw� days. Again each department head was requested to submit
their requisitions for �obs and to list them in their priorities.
In addition, individual meetings were held with the various
departments and the requisitions were discussed at length. The
next step was to call in a group of c�ity officials who examined
all the requisitions and finally agreed on the �obs they con-
sidered w�uld b�e best for the City.
In order to set the hiring procedure in motion, it was
necessary to establish a procedure to accomplish this.
1'n con�unction with the City Civil Service, the local office
of the Minnesota nepartment of Manp�wer Services and the Mayars
Program for Manpower Planning the following procedure was established:
All approved ,�obs will be sent to Civil Serv3.ce
where minimum specifications will be written. The
�ob specifications will then be sent to the Minnesota
l�epartment of Manpower .Services where the �ob specifi-
cations are run across the veterans files to determine
if any returnees would qualif9. Then the s�ecification
is sent to another department of manpower services who
will check their files to determine if they have any
qualified applicar.ts meeting minimum standards, These
applicants are t'hen referred to City Civil Serv:Ice
screened and :eferred to the Ci�y Department requesting
the �ob. If the upplicant is hired the T�epartment of
Manpower Services is notified. If the applicant is not
hired Reason for Refusal must be given by the Hiring
Depaxtment. '

It was agreed by all concerned parties that the above
procedure would be the most acceptable. Not only does the
Department of Manpower Services have the facilities to handle
this hiring pro�ect but it would remove the stigma of politics
frorn the overall plan.

fierv�.ces where the specifications are run across the
v�:ier�.ns files to determine if any Viet Nam or Viet Nam
era_ veterans would aualify. Then the specificat3.ans
are sent to another departmen� of the Minnesota P�Ianpowei^
5ervices, where their files are checked for aaa�.;;ional

Expense of Staff Travel
1. Local Travel:
�he EEA program for the city of St. Paul included
118 positions divided among several city departments. The
people that fill these positions will be spread over the
entire corporate limits of the city. Therefore it will be
necessary for the entire administrative staff to travel to
all �ob sitea to both visit and instruct the participants.
The city has no motor pool so it will be necessary for the
staff to drive their own cars. The expenses will be broken
down as follows. '
500 miles per week at 7� cents per mile times �2
weeks equal 1, �75 dollars.
2. Travel Out of City:
We know that it will be im�ortant that staff inembers
travel out of the city of St. Paul both to quaxterly meetings
at the regional office in Chicago and to the concerned depart-
ment in Washington, D.C. Therefore out of t�wn travel is
broken down as follows.
10 trips to Chicago at $70,00 airfare plus $25.00
a day for � days plus $10.00 ground transportation equals
$13,000,
� trips to Washington, D.C. at $130.00 airfare plus
$25,00 a day f'or 3 days plus �10,00 ground transportation
