WHEREAS, the City of Saint Paul and its citizens have
heretofore demonstrated outstanding and unique qualities which
have placed them in a elass by themselves; an.d

WHEREAS, the Midwest Shriners have organized the first
calliope contest ever to be held in the United States; and
WHEREAS, the Midwest Shriners, in recognition of the
City of 5aint Paul's unique standing among all the political
subdivisions of this country, has selected Saint Paul's Rice
Park as the site for this major addition to our cultural heritage ;
and
WHEREAS, said calliope contest is scheduled to take
place on September 10� 1971, between the hours of 5 :00 and 6;00
P.M. ; and
WHEREAS, this resolution eonstitutes sufficient public
notice to all citizens of the City of Saint Paul so that they
might take all precautionary measures neeessary to protect their
hearing and nerves while attending or participating in the
calliope contest; now, therefore, be it
RESOLVED, that all city ordinances banning loud noise
and raucous conduct be and hereby are suspended only for purposes
of the Midwest Shriners Calliope Contest, to be held in Rice Park
on September 10, 1971, between the hours of 5:00 and 6:00 P.M.
