GREACEN CONSULTING
ENGINEERS, ING. .
RE:
Dear Chuck,
Pubiic Health Center Ventilation
St. Paul, Minnesota
aoi i9 .

We were contacted December 12, 1996, about a probiem with the existing VAV box controlkrs on the Public
Health Center project. Accordiqg to Tim Mahoney at Ivlechanical Data, more than half of the controllers he has
looked at aze inoperable.
It was intended by the Engineers to reuse the existing controllers for the ventilation retrofits. If the controllers are
not working properly, the veqti(ation retrofits will not function properly. The patientrooms will either be too hot or
too cold. .
The Balancing Contractor has quoted a unit price for replacing the controllers on the existing VAV boxes as a
change to the contract. We believe that it is necessary and desirable to proceed with this change order.
However, the replacement of the existing VAV box controls raises some retated issues for the Public Hea(th Center,
including:
•

>
To replace only the defective codtrollers? Or to replace all of the controllers affected by the
project?
To replace'controllers on VAV boxes not affected by the project?
To replace controllers on the, first floor of the Patient Wing, or to repiace controllers on the First
and Second Floors the Patient Wing?
To replace controllers in the Administration Wing VAV boxes7
To repair related, pneumatic instrumenu which may be defective?
To recalibrate room thermostats?
To replace damper operators?
y
To convert controllers from pneumatic to etectronic?

Chuck Ekstedt, the project Architect, requested that we investigate the options and associated cosu for this change
order.
Repa'v or replacement of existing control systems was not included in the scope of the engineering work in our
proposal of 8-14-96. The additional engineering fees aze estimated to be about $780.00. With your approval, we
will bill at our usual hourly basis not to exceed that amount.
Please call me if you have any questions or comments. I look fonvazd to hearing from you soon.
Respectfully submitted:
