�REAS, Chapter 482, Laws of Minnesota for 1g'71,
approved the 22nd day of May, 1971, entitled:
".An. act relating to the county and city joint
participation in establishment, operation and
maintenance of detention facilities, workhouse,
workfarm or any combination thereof; amen.ding
Laws 1955, Chapter 353, Section 15, as amended. "
requires the approval of a majority of the governing body of
the City of Saint Paul and compliance with the provisions of
Minn. Stat. , Sec. 645.021; and
WHEREAS, said act provides for a change in the joint
committee for the operation of such facilities and also pro-
vides that the County assume 100 percent of the expense of
- ogerating such facilities ; and
WHEREAS, no �udget provisions have been made for the
County to assume such obligations for the balance of the year
1971; and
o WHEREAS, said act would otherwise become effective ;,�
N � upon approval of the governing bodies; and

o D WHEREAS, the governing body of the City of Saint Paul .
o � deems it proper and necessary for the orderly operation of
d � government to continue joint financing of such faeilities
� m through the year 1971, now, therefore, be it

o RESOLVED� by the Council of the City of �aint Paul,
� that said Council hereby expresses its intent to approve said
Chapter 482, Laws of Minnesota for 1971, s�id approval to be
. expressed in the form of a resolution effective December 30,
1971, to allow the orderly takeover of said facility by the
Gounty effective January 1, 19'72.
