WHEREAS, he City of Saint Paul ha.s submitted an application
to the United States Department of La.bor for a sum of $177,940.00,
pursuant to the Emergency Employment Act of 1971; and
WHEREAS� In pursuance of said Program, the City Council wishes
to employ the services of the Minnesota Department of Manpower
Services to screen applicants for the City positions ordered and
requested by the City of Saint Paul; now, therefore, be it
RESOLVED� Tha.t the Council of the City of Saint Paul does
hereby approve Agreement between the City and the Minnesota Department
of Manpower Services, a copy of which is on file in the City Clerk's

FURTHER RESOLVED� Tha.t the Ma.yor� City Clerk� Comptroller and
Project Director be and hereby are authorized and directed to

An Agreement
The City of Saint Paul has received a grant from the Federal Government,
under the Emergency Employment Act, to be used to employ the unemployed
or underemployed with the conditions as set forth in the Act.
The City of Saint Paul agrees to send to the Saint Paul� local office of
the Minnesota Department of Manpower Services an order on all Emergency
Employment Act generated jobs. Ttie Minnesota Department of Manpower
Services agrees to screen all applicants for the positions so ordered and
requested by the City of Saint Paul in conformance with the provisions of
the Act and the requirements approved by the City of Sai.nt Paul. These
requirements include minimum qualifications, residence requirements, veterans
preference among other things . The rlinnesota Department of Manpower Services
agrees to list these jobs in its "Job Bank." They also agree to send to the
C ity of Saint Paul Civil Service Bureau whatever numUer of applicants, if
available, that the said Bureau requests. The City Civil Service Bur_eau
agrees to return all referral cards to the Minnesota Department o� Manpower
Services which indicate what action has been taken on each such applicant.
The Minnesota Department of rianpower Services agrees to take appli.cants �rom
any source for these positions and to counsel, screen, and refer according
' to their established procedures and will_ desi.gnate a staff ineniber to co�
ordinate the services ii�volved in processing the openings l.isted by the City
of Saint Paul.
