1 WHEREAS, the State of Minnesota Departsnent of Natural Resources through its
2 Outdoor Recreation Grant Program has made funding available to assist local governments in
3 acquiring park land and developing or redeveloping outdoor recreation facilities; and
4 WHEREAS, the City of Saint Paul is an eligible applicant and desires to submit an
5 Outdoor Recreation Grant Program application to the Departrnent of Natural Resources in the
6 amount of $150,000 for the Highland Pazk Picnic Area Renovation project; and
7 WHEREAS, the City of Saint Paul, Division of Parks �and Recreation owns the property
8 on which the Highland Park Picnic Area located; and
9 WHEREAS, the Highland Park Picnic Area is heavily used by groups and informal
l0 picnickers alike; and '

WHEREAS, the Highland Park Picnic Area has not b�en renovated for more than 30
years; and
WHEREAS, the Highland Park Picnic Arez will greatly benefit from the completion of
renovation efforts which include new tables and grills, walkwa}�s, parking, lighting, play area,
landscaping and fencing; and
16 WHEREAS, the City of Saint Paul has the legal authority to apply for financial
17 assistance, and the institutional, managerial, and financial capability to ensure adequate
18 construction, operation, maintenance and replacement of the proposed project for its design life;

WHEREAS, the City of Saint Paul has not incurred any costs or entered into any written
agreements to purchase property related to the above-referenced project; and
WIIEREAS, the City of Saint Paul has not violated any Federal, State or Local laws
pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or
corrupt practice; and
2 5 WHEREAS, upon approval of its application by the State, the City of Saint Paul may
2 6 enter into an agreement with the State of Minnesota for the above-referenced project, and the
2 7 City of Saint Paul certifies that it will comply with all applicable laws and regulations stated in
2 8 the contract agreement and described in the Compliance section of the Outdoor Recreation Grant
2 9 Program application; now, therefore,

3 0 BE IT RESOLVED, that the City of Saint Paul act as legal sponsor for the Highland Pazk
31 Picnic Area Renovation project contained in the Outdoor Recreation Grant Application to be
3 2 submitted on March 31, 2003 and that the Mayor and proper City o�cials aze hereby authorized
3 3 to apply to the Depariment of Natural Resources for funding of this project in the amount of
34 $150,000 on behalf of the City of Saint Paul; and
35 BE IT FINALLY RESOLVED, that the Mayor and proper o�cials of the City of Saint
3 6 Paul aze hereby authorized to execute such agreements as aze necessary to implement the project
3 � on behalf of the City.

This grant program will provide $150,000 in funding for needed renovations at the Highland Park Picnic Area including
