Dear Sir:
This is written in response to Russell Boudin's (1) appeal to relax
the parking lot buffer requirements and (2) application for a permit
to install a sixty-car parking lot on property located on the south-
east corner of Maryland and Dale Street. This property is further
described as:
Lots 18-21, 22, 13, 14, Block 1, Como Prospect Addition
This matter was heard by the Board of Zoning on September 16, 1971,
at which time the zoning history of the site was noted. It was
stated that the proposal is to expand the existing parking lot
and the plan does not provide an eight-foot buffer between the
parking lot and adjoining residential buildings. Site and area
conditions were also mentioned. The staff noted that revised plans
have been submitted by the applicant which meet design standards. A
letter from an adjoining resident was read.
The board viewed pictures of the site and heard separate motions to
recommend approval of the appeal and of the permit. Both motions
carried by a vote of 5 to 0.

A. IIISTORY: Applications to inatall and remodel a filling station were granted
in 1948 and 1956 respectively For a portion of this site. A permit for the
exiating lot was granted in 1966 to cover a portion of this site.
B. PROPOSAL: The appellant desires to expand the parking lot on this site.
C. NEED FOR APPEAL: The proposed parking lot plan does not provide for an 8-foot
buffer between the lot and the adjoining residential property.
D. PRESENT STANDARDS: The Zoning Code prohibits a parking lot from being developed
within 8 feet of property zoned residential or containing a structure used
residentially on the ground floor.
E. VARIANCE: The plans show a 4-foot buffer area which represents a 50% variance.
F, AREA 20NING: The area east of the site is zoned Light Industrial. The frontage
along Dale Street is Commercial. The rest of the area is "A" Residential. The
Comprehensive Plan recommends Commercial use of the area around the Maryland-
Dale intersection.
G. SITE CONDITIONS: The site is level and at street grade. The Coachman
Restaurant occupies part of the site and a parking lot is developed on the
rest of the site.
H. A REA CONDITIONS: A single-family residence adjoins the parking lot to the east.
Southward from the site is an old co�nercial building used as a residence followed
by a single-family home, an auto repair shop and the railroad tracks. On
the west side of Dale Street are four single-family homes and a restaurant
on the corner of Maryland. Como Park Junior High School exists west of that
development Commercial uses exist on both north cornere of Dale and Maryland

A. HISTORY: Applications to install and remodel a filling station were granted

C. DESIGN STANDARDS: The submitted plan lacks�1indication of stall dimensions,
surfacin� and drainage. It indicatep. 62 stalls, the use of a public alley for
maneuvering area and a buffer area of four feet between the parking lot and an
ad�oining residential lot. A suggested revision has been returned to the
applicatit which provides for a 26-foot curb cut on Dale Street, no maneuvering
area on the alley, an 8-foot buffer along the east property line, and 58 parking
stalls.
D. FRONTAGE AND AREA: The site, exclusive of the 16-foot alley, has a frontage
of 175 feet along Maryland Avenue and 125 feet along Dale Street and an area
of 26,225 square feet.
E. TRAFFIC ENGINEER'S REPORT: Since tha plan iclentified the alley curb cut a5
a driveway, the Traffic Engineer, in his written response, suggested that this
be widened to 26 feet. He also suggested the elimination of the abandoned
curb cuts along Maryland Avenue.
F. SITE CONDITIONS: The Coa�hman inn exists on the southwest corner of the site.
A parking lot covers the rest of the site being developed similar to the plan
submitted by the applicant.
G. AREA CONDITIONS: A single-family residence <idjoins the parking lot to the
east. Southward from the site is an old conu��ercial building used as a resi_dence
