St. Paul, Minnesota 55102 Dear Sir: This is written in response to the application of the College of St. Thomas for a permit to install an 88-car parking lot to be used in conjunction with the College, on property located on the southwest corner of Finn Street and Selby Avenue, and noted in detail by the legal description on file. This matter was heard at the August 5, 1971 Board of Zoning public hearing at which time those portions of the staff report were read which concerned the history of the site, design standards, the Traffic Engineer's comments and site and area conditions. Reports on file from the Traffic and Accident Section of the Police Department, from the Traffic Engineer's office and from the Fire Department reacting to the proposal were read. Mr. Harold R. Fotsch, attorney for the applicant, represented the proposal saying the proposed lot is to be reserved for residents of the dormitories. He noted that many of these students now park on Selby Avenue often for in- definite periods even through snow emergencies, and he said the parking lot would reduce the on-street parking. He said the plan retains as much foliage as possible as well as providing new screen planting along the north side of the lot. Mr. Fotsch said they plan to provide additional screen planting along the west side and also a "speed breaker" near the stop sign before entering Selby Avenue. Several residents of the area appeared on behalf of the application. They sub- mitted a petition supporting the proposal; and noting the on-street parking problem, stated that a parking lot would remove the cars from the street thus raising residential property values. Mr. Donald J. Leyden and Mr. L. J. Rogge, of the College's administrative staff, elaborated on the p1an. Mr. Patrick Curran, Chairman of the Merriam Park Citizen's Committee, presented from that Co�nittee a letter favoring the proposal which was read to the Board. Frank J. Murray appeared in opposition. He said the Merriam Park Community Council resolved to oppose the permit. He presented a petition in opposition as well. Noting that the College allows students to bring cars, he stated that more cars would replace those removed from the street by this parking lot which, he said, would depress residential property values. Mr. Philip McDonald, President of the Merriam Park Community Council, suggested that it is time to impieme�t a car pool or a bus riding campaign. The seconding motion noted that most of the opposition's concerns are matters for the Police Department for enforcing parking violations. It is a dead-end driveway, terminating in a cul-r;e-sac at the Armory� widened enough to permit vehicles to turn arc�und. Also, there are several short, connecting driveways alon� its lenf;th whr�re fire vehicles can turn around or pass one anvther if necessary. It is rny opinion that the driveway, if unobstructed, is adequate to our needs. However , any congestion of traffic or uncontrolled parkin�; iri the roadway cnul� seriously delay or prevent our response to a �ire. In the summer time, ' t witti cars parked tightly against the curbs on both sides of the street, ` � there is still sufficient room for fire vehicles to maneuver as needed. � In t}if> winter time, it' s a different story As you well know. The proposed parking lot is in two eections separated by a College building. The parking areas are adjacent to an existing service drive that p�ovidee acc�ss to Selby Avenue 8t Finn StreeC. The plan, as submitted, meets the mini�num design star�d�rd. The perking area adjacent to Selby Avenu� with a slight change in layout and providing three less parking spaces wo�xld provide better access from the College service driveway. �Phe Traffic L�ngineex reviewed the pls�a and aoted that the entrantces to the parking area from �he p�ivate road were too narrow for one-way operation. and angle p�nrking would �e more efficixnt for one-way operationo He coimaented that this was the option of the applican�. A proposed revision designed by the staff would provide wider entrance drives. The grade of the site is approximately the same as the gr�de of Selby Avenuc. The CoLlege feels it has added to the aeathetics of the area by creating the screen fencing. Th� c8rs which studenta owa sre not always in the best af shape aad do not always have a very nice epge�rance. The screening will aid in eliminating the uneightliness of the cars. Rether than the parkiag lot depreciating the property values of the surrounding land, if anything, it will app�eciat� b�ca�se of the reduced �awun� of cars on the street and concentrate them oa the psrking lat. Mrs. 3ohn Durben, 2165 Selby Avenue, said there are two petitions circulatiage She said she had been opposed �o the parking lot and signed the pet�tion before she found out all the facts. Mr�. Mr. riurray said he does not wish the achool sny ill will. As a property owner paying taxea, his rights, propexty and money are going to be used to sattefy tt�e needs of s few studente. He said the parking lot is proposed so that s few students rea hsve a place to park while the neighbors will have Che lot acxoss the street. Mr4 Murrsy noted he hsa paid a good share of the street improv�ments snd snow plowing; he deeply reseats that he is going to continue to do so in order that students from oetlying towns can psrk their cars in the parking lot and only attend fqr perhaps one semester. He noted the press was called in to the meeting because the Council knew they were fightin� a mamoth org�nization in St. Thrnnas College. If parkfng w��s provided for students on the campus� there would be no room for building;3 on the campus. Ae said that 16 people who live on Sel'by signed the petition end ever since that tirne zhere have be�n six represt:ntatives from the Callege harrassing those residente in an attempt to get them to change their minds. The president af the College wrote a letter subsequent ro denisl of the matter and coamended the residents for their patieace in the matter and noeed that the problem could not be eolved. Marshall City Clerk 386 City Hall St. Paul, Minnesota 55102 Dear Sir: This is written in reaponse to the application af the College of St. Thomas for a permit to install an 88-car parking lot to be used in con�unction with the College, on property located nn the southwest corner of Finn Street and Selby Avenue, and noted in detail by the legal description on file. This matter was heard at the Auguat 5, 1971 Board of Zoning public hearing at which time those portions of the staff report were read which concerned the history of the aite, deaign atandards, the Traffic Engineer's comments and site and area conditions. Reports on file from the Traffic and Accident Section of the Police Department, from the Traffic Engineer's office and from the Fire Department reacting to the proposal were read. Mr. Harold R. Fotsch, attorney for the applicant, represented the proposal sa_ying the proposed lot is to be reserved for residents of the dormitories. He noted that many of these students now park on Selby Avenue often for in- definite periods even through snow emergenciea, and he said the parking lot would reduce the on-street perking. He said the plan retaina as much foliage as possible as well as providing new screen planting along the north side of the lot. Mr. Fotsch said they plan to provide additional screen planting along the west side and also a "speed breaker" near the stop sign before entering Selby Avenue. Several residenta of the area appeared on behalf of the application. They sub- mitted a petition supporting the proposal; and noting the on-street parking problem, stated that a parking lot would remove the cars from the street thus raising residential property values. Mr. Donald J. Leyden and Mr. L. J. Rogge, of the College's administrative etaff, elaborated on the plan. Mr. Patrick Curran, Chairman of the Merriam Park Citizen's Committee, presented from that Co�nittee a letter favoring the proposal which was read to the Board. Frank J. Murray appeared in oppoaition. He said the Merriam Park Cocrmiunity Council resolved to oppoae the permit. He preaented a petition in opposition as well. Noting that the Collegn allowe students to bring cars, he stated that more cars would replace thoae removed from the -atreet by this parking lot which, he said, would depresa residential property values. Mr. Philip McDonald, President of the Merriam Park Carrmunity Council, suggested that it is time to imp�emet�t a car pool or a bus riding campaign. Mr. Rosetter summarized the staff report, a part of the f�.le, by noting that an application for a 48-car parking lot on this aite was denied by the City Council on September 28, 1967. The proposed p,rking lot is in two sections sepsrated by a College building. The parking areas are ad�acent to an existing service drive .that provide� acceas to Selby Avenue at Finn Street. The plan, as submitted, meets the minimum design atsndard. The pwrking area ad�aceat to Selby Avenue with a slfght chsnge in lsyout and providing three less parking spaces would provide better access from the College service driveway. The Traffic Engineer reviewed the plan and noted that the entrancea to the parking area from the private road were too nar�ow for one-way operation. and angle parking would be more efficient for one-way operatione He coa�ented that this was the option of the applicant. A proposed revision designed by the staff would pravide wider entrance drives. The grade of the site is approximatel.y the same as the grade of Selby Avenue. Adjaining to the west is a baseball diamond and a practice area. East ecross the private road are tennis cocxrCs and studetat reaidence buildings. The sree to the north is predomfna�ely single-femily with some multi-family nses. The rest of the area is college campus. Reports were requested from the Traffic and Accident Section. Mr. Rosetter then reed the letter on file dated August 2� 1971 from the Traffic Eagineer which presented the traffic caunt increase expected from the proposed parking lot. Then Mr. $osetter repeated that the present traffic count average from the count conducted ou August 3 and 4 wes 6�� trips. He satd the Traffic Engineer hes indfcsted thet this is slightly above average wfth a typical connt on a residential street being 3-400 trips per d�y. Mr. Rosetter read the letter on file from Steve Conroy, Fire Chief. Represen.ting the applicant was Mr. Harold Ro Fotsch, 1400 Nor�hweatern National Bank Building. �Ir. Fotsch displayed s sketched map of the area before the Board. He noted th�t the parking problem has been csused by full-time residents of Dowling Hall, a dormitory on the campus. He noted thet 70-90 cars park fu11 time on Selby and Fina. The cars remain ore �he streets for 24 hours in many instances and it deprives residenta of the area of ptaces to park. Yn the winter time, there is a problem wi�h the "snow birds." The College is attempting to reduce the 24-hour on•street parker, he said. The day students usually come and go before chfldren sre getting out of school and before the people in the neighborhood come home from work. He noted there is a 47�car �arking lot oa the campus thst is used by teachers and priests. The plan as submitted ahows trees along vacated T�'inn Street. It ia the desire of the College to retain as meny tre�s es possible. The trees somewl�at narrow the entrence to tbe parking Lot itself but the intent is to leave as much foilage in ihe area as possible. A� additional suggestion that has been made, which the College is willing to go aloag with, is the placing of a speed breaker ahead of the stca� sign at Fian end Selby. In res�onae to a question frrnn Mr. Ames, Mr. Fotsch explained thaC a speed breaker is essenti�Lly s bump, raised a few inches from ehe pavement so that a caz c�nnot travel over it �t more thar� five miles per hour withaut d�msge. The plan also calls for screen h�dging slong Selby .�venue side to shelter the p�rking lot. The College is also willing to extend screeniag on the Cretin side to at lesst the power building. There is a grade of 6 feeC in height before it goes dowa ta the baseball fie�d. The College`s proposal meets �he objections as outlin�d previously. The College hopes they have a situation where the safet}� of the area residents has been increased. This will eliminate snowbirds during the wfnter time aad reduce travel for the 24-hoaar atudents who are trying to find places to park. The College feels it has added to the aeathetics of the area by creating the scre�n fencing. The cars which sCudents own are not alw�ys in the beat of shape and do not slways have B very nice a�pp�eranc�. The screening will aid in �liminat�.ng the unsi�htliness o£ the cars. R�sther than the p�rkiag lot depreciatin� the property valuee of the su�rounding land, if enything, it will appreciste because of the reduced aubunt of cars on the street and concentrate tha�m oa the perking lot. She feels the parking lot cosald only be an asset to the neighborhoocl. • Mrs. Helen Mille�t, 2159 Selby Avenue, st�+�ed that Mr. Fotsch presented the situatioa very wellv She atated he understeted the number of snowbirds aad the length of time in which they are parked. Many times they have three-week snowbirds when thestudents go home for Ch�istmas v�cation, etce She feels the value of �he property is not going to go up if people see there is no place to p�rk in f�ont of the homes. The residents are vezy fortunate that the Colle;e geve them another chance. Order could be brought to the neigt►borhoad �.f 88 cars were to be taken off the street and placed in the park:�ng lot. ThiB particular block is filled bumper to bumper almost continuously during the school sesston. Very often there are 24-hour parkers and very often the student will drive hie car o� weekenda only. Many parking apots are occupied five dsys at s time. Mr�s. McGui.re and her husband were not in t�cvor of the parkittg lot in 1967 but have siace changed their minds. At present, they have the eupport of 10 0£ the 12 residents who reside betwcen Finn and Cretia on 3elby. Mrs. McGuire read the petiCion, which was iaade pert of the file. Mrs. Charlotte McCarthy, Z037 Suumit Avenue, noted ahe is in favor o� the parking lot. She noted �he fs not able to use her front door because there aze always care perked in front of the house. Cers have been to�wed a�way by the Police because the atudents at timea park ia front of the garage in the altey. In front of her house there is a two-hour parktng baa, but one car Ieaves and anor.her a2ways takes its place. Many of their frienda are older and cannot walk far, buC must use the beck door. They have lived in the nefghborhoad for m�ny� many years and the taxea have always gone up but the v�tlues go dowa. She wonld Iike to eACOnrBge s parking lot to be built o� the Gollege of St. Thomas grounds. Mr. Ames wandered if it would be possible for the dormitory studeate to hsve stickers for their cars. Mr. L� J� Rogge, a member of the Callege adminiatration. stated he could perhaps cl�arify the situation a li�tle more. Mr. Rogge noted the Board had previously approved two smaller parking lota in the area. 7'!ie College realizee there are parking problems and Chefr efforts now zepreeent a siacere desire to do something about it. The College does endorse a speed breaker on vacated Y�'inn Street. However, thia should be set back far enough to evidence s �asr�ing �o peopLe that there is going to be a stop siga. The College has also appropriated money for a hmrd-surface, lot. The creation of a parking lot for any college ie almost a luxury. Lhe budget for Ste Thamas has been cut back in es�cess of $200,000 this year, and creating parking spaces is e�cpensive. The Cretin lot was increased by oae-third; the psrking lot on Clevelend Avenue was 27 cars and is currently 55, The College has cremted two l�rge garages to provide und�rcover parking for as many priests and teach�rs as Chey csn acconanodate. T'he College proposes to issue sticicers to the sCudents and also to give the atudents specific spota in which they are to paric. Any student who parks in aaother spat other than his own wilY be fined by �he College. The College is interested in providing as much perking as passible for resident atudents. In regard to the ov�r- flow from the 88-car lot nsing the Cretin Avenue lot, Mr. Rogge said they feel tha� situetion would further intensify the parking problems on the campus and intensify traf�ic problems along Cretin Avenue. People have factiouEly spoken about Ste Thamas erecting a parking rgmp on CreCin Avenue. There would be a very serions questions as to whe�her or not they could obtain e permit. It is our considered opinion that the construction of this facility would benefit the community as well as the college. By taking the student�s cars off the street� a frequently voiced neighborhood objection would be eliminated. It would facilitate snow removal and aid in reducing traffic congestion.
