1 WHEREAS, reductions in Local Government Aid (LGA) from the State of Minnesota, both enacted and
2 proposed, have created serious operating budget shortfalls for the City of Saint Paul for 2003, 2004 and beyond;
3 and
5 WHEREAS, it is in the best interest of the City of Saint Paul for the City Council to carefully and deliberately
6 consider a full range of options for resolving the shortfall; and
7 WHEREAS, the Committee-of-the-Whole is not the most effective mechanism for such a discussion;
8 NOW, THEREFORE, BE IT RESOLVED that the City Councii appoints an ad hoc subcommittee of its
9 members and delegates to it the authority to assemble and evaluate options for resolving the shortfall and to
10 make a recommendation to the full Council no later than Apri12, 2003; and
11 BE IT FURTHER RESOLVED that the Council appoints to that subcommittee Councilmembers Jerry Blakey,
12 Patrick Harris and Kathy Lantry; and
13 BE IT FURTHER RESOLVED that their recommendation should address, with appropriate levels of specificity,
14 the balance of the Local Government Aid reductions for 2004 (estimated to be $23 million) and the projected
15 $10 million operating budget shortfall unrelated to Local Government Aid; and
16 BE IT FINALLY RESOLVED that all Councilmembers are requested to forward their suggestions to the
17 subcommittee by Monday, March 24
