WHEREAS, Section 18.022 of Minnesota Statutes 1965 authorizes
municipalities, including the City of 5ai.nt Pau1, when recommendation
therefor has been receined by such City from the Commissioner of Agricul-
ture of the State of Minnesota, to appropriate money for the control of
insect pests, plant diseases, bee diseases, and destructive or nuisance
animals; and
WHEREAS, Such letter dated October 22, 1971, addressed to the
Honorable Charles P. McGarty, Mayor of Saint Paul, has been received from
Mr. Jon Wefald, Commissioner, Minnesota Department of Agriculture, approv-
ing the City' s plan and program with respect to control of Dutch elm
disease; and
WHEREAS, Section 18.022 of Minnesota Statutes 1965 further pro-
vides that in order to defray the cost of the aforementioned activities
the City may levy a special tax of not to exceed two mills in any year
in excess of its Charter millage limitation, but not in any event of more
than 50� per capita, with an amendment which further provides that if,
because of the prevalence of Dutch elm disease, the City of Saint Paul
is unab].e to defray the cost of control activ3.ties authorized by this
section of Minnesota Statutes with the limits set by this subdivision,
the limits set by this subdivision are increased to 4 mills, but not in
any event more than �1.00 per tapita; now, therefore, be it
RE50LVED, That the Council of the City of 5aint Paul hereby de-
termines that within the aforesaid limitation a budget of $229,070 as
'� recommended by the Commissioner of Parks and Recreation and Public Bui1d-
- ings is hereby approved and adopted by the Council, and the Council hereby
` �' levies a tax in the amount of �255,756, includin$ shrinkage in the amount
' i .- of �3,779, and a reserve fund of $22,907; and be it

Dear Mr. Tedesco:
I have your letter of October 21 with Dutch elm
recommendations attached. I have had our Director
of Plant Industry study these and he assures me
that they are in order.
The Dutch Elm Disease Program is designed to take
care of one of our more serious forestry problems
particularly in the urban area. We believe Mr.
Burkholder's plan is very worthy and recommend its
adoption.
Please find attached a copy of the approval letter
addressed to the Honorable Charles P. McCarty.
