RBSOLVBD, That the Purchasing Agent be authorized to enter into contract for
the Department of Public Works on an emergency baais without competitive bids or
advertisment under section 291 of the City Charter with Carl Bolander � Sons
Company in the amount of $15,653.00 for sewer construction under T. H. 35E. Carl
Bolander 8 Sons Company is under contract with the Minnesota Hi�hhway Department
for this section of T. H. 358 which is now under eonstruction and it is in the
best interests of the Citq to have the prime contractor complete the section of k
the Milton Saint Clair Storm Sewer under the highway at the time he is doing
the excavating and filling under the fl3.ghway Department contract.
Due to the advaaced stage of the excavation under the Aighway Department
contract it is not possible or practical to take bids competitively for this
work without substantially increasing cost to the City.of 3t. paul.
FURT�iER RBSOLVED, That the total cost be charged to the P. I. R. Fund, and
this fund to be reimbursed l�om 1971, Local Improvement Fund,
