WHEREAS, the supervision and regulation of public
utilities and transportation co�p�nies at all levels of
governmeat has become iacr�asi�gly compleu, expensive, and
time consuming, making the cost of adequate representation
at the various hearings being conducted, investigations ,
ezaaination of the operations and ather surveill��e�ecessary
to s�ch ends beyo�d the means of consumers , users , and
regulators of the utilities and transportation companies;
and
WHEREAS, th�re are now pending before the Congress
of the Uaited States S. 607 to establish an independent
agency knoxn as the U.S. Offic� of Utility Consumers � Counsel
to represent consumers before Federal and State regulatory
agencies and survey utility operations, promulgate relevant
reports and information to affected parties , and p�blicize
all facets of the utilities' activities, and S. 608 to
establish an independent agency known as the U.S. Office
of Transportation Consumers' Counsel to represent the
consumers of the Nation before Federal regulatory agencies
and courts with respect to transportation matters and the
promulgation of relevant reports and information with respect
to the transportation companies; now, therefore, be it
RESOLVED, BY THE COUNCIL OF THE CITY OF SAINT PAUL,
that this Council hereby supports this important legislation
and urges the members of the Minnesota delegation in Congress
to work for its enactment; and be it
FURTHER RESOLVED, That the City Clerk is instructed
to sead copies of this resolution to all members of the
Congress from the State of Minnesota.
